SECTION 1 SCOPE OF WORK AND SPECIFICATIONS
1.1 Description
The York County Detention Center located in the Moss Justice Center in York, SC is interested in
having all shower wall coverings and flooring coverings removed and replaced with an Epoxy coated
system. This pertains to the following blocks; B, C, D, E and F. Cell Block A showers have previously
had the floor portion replaced with an epoxy system and only require the shower walls installed.
Removal or replacement of any existing shower fixture will be the responsibility of the awarded
contractor. Awarded contractor should protect all shower fixtures and drains from materials or foreign
substances entering them.
All bidders should bid the High Performance Epoxy Coating system that is specified in the bid
solicitation.
Bid to include all mobilization, labor, material and equipment to complete the project as specified.
The following work area description is a summary of the amount of showers in each Cell Block which
require the Epoxy coated system:
1. B Block has a total of 6 showers (Wall and floor for all).
2. C Block has a total of 6 showers (Wall and floor for all).
3. D Block has a total of 9 showers (Wall and floor for all).
4. E Block has a total of 6 showers (Wall and floor for all).
5. F Block has a total of 6 showers (Wall and floor for all).
6. A Block has a total of 8 showers (Wall only for all).
Bidding contractor responsible for measuring areas.
1.2 Preparation
General: Remove all tile elements for the coating application by workers skilled in the trades involved.
Protect adjacent surfaces against damage from coating operation using appropriate protective
measures.
Floor Slab Surface Preparation: Clean and prepare concrete floor surfaces to be coated according to
the manufacturer's instructions for each particular substrate condition and as specified. Remove
efflorescence, chalk, dust, dirt, grease, oils, and release agents. Roughen, as required, to remove
glaze.
Determine alkalinity and moisture content of surfaces to be coated by performing appropriate tests. If
surfaces are sufficiently alkaline to cause the finish coats to blister and burn, correct this condition
before application.
Do not apply coatings over surfaces where the moisture content exceeds that permitted in the
manufacturer's printed directions.
1. Install floor protection to not damage any surrounding areas not being replaced
2. Install plastic to keep dust contained in work areas only
3. Air scrubbers required, changing filters daily
4. Scrape, sand and grind (this includes manually and mechanically) existing walls and floors in
showers. Prepare to and International Concrete Repair Institute CSP 2-3
5. Vacuum and solvent wipe to remove any dust contaminants
1.3 Submittals
1. Bidders shall provide product data for each coating system product specified.
2. Bidders shall provide the manufacturer's technical information, including label analysis and
instructions for handling, storing, and applying each material proposed for use.
3. Bidders shall provide complete performance data that addresses all criteria cited as applicable to
their product type.
4. Bidders shall provide certification by the manufacturer that all products supplied complies with local
regulations controlling use of volatile organic compound (VOCs).
5. Sherwin Williams High Performance Coatings are used as the basis of design. ALL product
substitutions must be submitted at least 10 day prior to time of bid to be considered. Substitution
requests should be sent to:

1.4 Quality Assurance
The product shall be approved by the manufacturer for installation.
Provide primers and undercoat material produced by the same manufacturer as the finish coats for
each type of coating. Use only thinners recommended by the manufacturer and only within
recommended limits.
Provide full-coat finish samples on a sample area of a selected surface until the required sheen,
color, and texture are obtained.
1.5 Delivery, Storage, and Handling
Deliver materials to the job site in the manufacturer’s original, new, unopened packages, and
containers bearing the manufacturer's name and label, and the following information:
a. Name or title of material
b. Product description (generic classification or binder type)
c. Manufacturer's name, stock number and date of manufacture
d. Contents by volume, for major pigment and vehicle constituents
e. Thinning instructions
f. Application instructions
g. Color name and number
h. Handling instructions and precautions
Store all materials not in use in tightly covered containers in a well-ventilated area at a minimum
ambient temperature of 45° F. Maintain clean containers used in storage, free of foreign materials
and residue.
Keep the storage area neat and orderly. Remove oily rags and waste daily. Ensure that workers and
work areas are protected from fire and health hazards resulting from handling, mixing, and applying
the coatings.
1.6 Project Conditions
Apply coatings only when temperature of surfaces to be coated and surrounding air is between 45°F
and 95°F.
Do not apply coatings when the relative humidity exceeds 85% at temperatures less than 5°F above
the dew point; or to damp or wet surfaces.
Allow wet surfaces to dry thoroughly and attain the temperature and conditions specified before
proceeding with or continuing the coating operation.
1.7 Materials
Shower Walls To Be Coated
Primer: Sherwin Williams 3561V Epoxy Primer or equivalent, 250 sq ft per mixed gallon
Filler: Fill joints, and pits to smooth surface with Sherwin Williams Steel Seam FT910 or equivalent
epoxy filler. After drying, sand walls to smooth rough edges.
Intermediate: Apply Sherwin Williams Duraplate 235 4-6 mils DFT or equivalent. Sand Smooth after
drying.
Top Coat: Apply Sherwin Williams Sher-loxane 800 Epoxy 4-6 mils DFT or equivalent.
Cove Base
Primer: Sherwin Williams 3561V Epoxy Primer or equivalent, 250 sq ft per mixed gallon
Cove Base: Sherwin Williams 3561V Epoxy Cove Base System or equivalent per product systems
guide. Build a cove radius to create a seamless floor to wall pin hole free transition.
Intermediate: Apply Sherwin Williams Duraplate 235 4-6 mils DFT or equivalent. Sand Smooth after
drying.
Top Coat: Apply Sherwin Williams Sher-loxane 800 Epoxy 4-6 mils DFT or equivalent.
Shower Floors-Non Skid System
Primer: Sherwin Williams 3561V Epoxy Primer or equivalent 250 sq ft per mixed gallon
Filler: Fill joints, and pits to smooth surface with Sherwin Williams Steel Seam FT910 or equivalent
epoxy filler. After drying, sand to smooth rough edges.
Intermediate: Apply Sherwin Williams 3746 Self Leveling Epoxy 12-15 mils DFT or equivalent.
Broadcast 20-40 mesh sand to rejection while coating is still wet. After drying completely remove
excess sand.
Top Coat: Apply Sherwin Williams Sher-loxane 800 Epoxy 4-6 mils DFT or equivalent
