Supplemental Information – Bid Submittal & Opening
The City of Danbury (“the City”) will receive bids for this item up until 10:00 AM on Tuesday, March 16, 2021.
During this Covid-19 pandemic, the City will continue to receive responses from prospective bidders via the U.S. Postal
Service, a private carrier/delivery service. Vendors may also drop off their bid in person on the solicitation due date between
the hours of 8:30 a.m. and 10:00 a.m. in the main lobby area of City Hall. Please be aware to due the Covid-19 health
emergency the U.S. mail and deliveries from private carriers/delivery services are not always received by the Purchasing
Department on a daily basis. Therefore, any prospective bidder submitting a bid response is encouraged to notify Charles
Volpe, Purchasing Agent,via email at c.volpe@danbury-ct.gov, or by cell phone at (203)460-0085, that a bid response has
been submitted by U.S. mail, or by a private carrier/delivery service. A bin will be available for the filing of bid submissions
in person, in the lobby of City Hall, 155 Deer Hill Avenue, Danbury, CT, between the hours of 8:30 a.m. until 10:00 a.m. on
the solicitation due date.
During this public health emergency, the Purchasing Agent will open all bid responses virtually. The bid opening will be
made available for view by the public via Zoom, at the time and date specified in the bid. Zoom video and/or audio connection

Information regarding
Commission on Human Rights & Opportunities (CHRO)
Limited Exemption for Street Paving Contract
Because State of CT funds may be available for work to be performed under this bid, the City of Danbury has applied for
CHRO’s Limited Exemption for a Street Paving Contract.
All bidders, please be advised that the contractor who is selected to perform this project must comply with the
nondiscrimination requirements set forth in Connecticut General Statutes Sections 4a-60, 4a-60a and 4a-60g. Prior to the
submission of bids, you are hereby informed of the nondiscrimination requirements set forth therein. Copies of all
referenced statutes are attached hereto. The nondiscrimination language is also included in the contract attached that will
be between the City of Danbury and the successful bidder.
The contractor awarded this bid will be required to confirm in writing to the City of Danbury that it will not use any
subcontractors or suppliers to perform any work on the street paving contract (except for trucking subcontracts for less
than $10,000.00 total to haul asphalt). The awarded contractor will self-perform contract.
The attached Bidder Notification Form must be completed by contractors and included with their bid submittal.

WORK TO BE DONE
The work to be done shall consist of the installation of bituminous concrete materials, milling and reclaiming operations in
accordance with Connecticut Department of Transportation Standard Specifications for Roads, Bridges and Incidental
Construction, Form 816, latest revision, all related sections.
The Contractor shall furnish all labor, tools, supplies, and other facilities and means necessary or proper to lay in place
the materials and perform operations as described, and to include all handwork and curbing as necessary for the
completion of pavement in place, shimming in place, milling, reclaiming, and all related work. The contractor is
responsible for setting the rough and final grading after reclaiming, so the roadway grades will shed storm water.
Following reclaiming, the city will provide and deliver additional base materials if necessary. Raised structures must be
painted in fluorescent orange paint following all milling or reclaiming operations. A water truck must be used as necessary
to control dust following reclaiming until paving is complete. Paving end of run cold joints must be cut square and
prepared with emulsion prior to beginning the new run.
The contractor must provide proper pavement compaction and material application temperatures. Both are critical
elements to road life. Each course of bituminous asphalt placed at a depth of one and one-half inches or greater shall
have the mat and the longitudinal joints compacted to a minimum of 92% and not more than 97% of density as
determined by AASHTO T209. The City of Danbury will sample and test for compaction arbitrarily throughout the paving
season. Pavement that does not meet required compaction must be replaced at the contractor’s expense. It is the
contractor’s responsibility to meet the standards referenced herein.
The contractor will be required to provide proof of compliance with Code of Federal Regulations (OSHA) related to the
work to be performed, for each employee on the jobsite. It will be the contractor’s responsibility to assure that OSHA
compliance is maintained by the contractor employees for the duration of the contract.
The basis for award of this contract will be comparing the prices provided by the contractor in all sections listed, to the
proposed work to be performed in the coming paving season then selecting the lowest qualified bidder.
All work will be scheduled as directed by the Superintendent of Public Services or his representative. Work shall proceed
during the Highway Department’s regular working hours: 7:00 A.M. to 3:30 P.M. Monday through Friday or as directed.
To include night paving with associated lighting at no additional cost.
General Conditions
If applicable the contractor is to provide a mobilization fee for (round trip) deliver and return the
equipment from their yard. Please be specific as to under what conditions (minimum square
yards of paving, milling or reclaiming) that the mobilization fee will be assessed. It is not
anticipated that this will be used, unless the paving, milling, reclaiming of a small section of road
or lot becomes essential. Please write in the mobilization charge and related minimums under the
Exceptions, Item Description and Alternate Proposal page, at the end of the detailed proposal.
Please write in, if applicable, the asphalt plant night and weekend opening charge under the
Exceptions, Item Description and Alternate Proposal page, at the end of the detailed proposal.

WORK TO BE DONE
Basis of Payment
Payment will only be made on unit price basis for bituminous concrete materials, milling and
reclamation operations and accepted in place, at the prescribed thickness incorporated within
accordance to the specifications and represented by weight tickets from an approved scale, or
daily reports signed by the engineer’s field representative stating the material was incorporated
within the areas and thickness prescribed by the engineer. Payment will not be made to the
Contractor without the aforesaid endorsed tickets or reports from the field engineer or his
representative.
PAYMENT WILL BE MADE UPON COMPLETION OF EACH PROJECT.
Standardized Billing The contractor or contractors awarded work from this bid are required to bill for completed work
using the standard form of invoice as follows: AIA Document G702 & G703
Note
The City of Danbury intends to pave approximately ten (10) miles of roads during the contract
period.
