ADVERTISEMENT FOR BIDS
Sealed bids will be received at the offices of the Board of County Commissioners, 204 N. Main
St., 3RD Floor, Lima, Ohio 45801, until 11:00 a.m., (local time) on January 9, 2020 for
completing the Delphos Pierce Street Pavement Improvements, FY18 CDBG ALLOCATION
at which time they will be opened and publicly read.
The proposed work will consist of spot pavement repair, pavement milling, pavement
resurfacing, concrete curbing and concrete sidewalk over a 1500 lineal feet length of pavement
in the City of Delphos complete with all related items as shown in the Contract Documents and
called for on the Proposal for Unit Price Contract. The Engineer’s estimate for the cost of
construction is $ 175,000.
Copies of the Specifications and Contract Documents may be obtained or examined at the
office of Access Engineering Solutions 1200 Irmscher Blvd, Celina, OH. 45822.
A non-refundable payment of Seventy-Five ($75.00) Dollars will be required for each set of
Contract Documents taken from the above office. Checks shall be made payable to Access
Engineering Solutions, Inc. If shipping of set is requested, Bidder will need to provide a
United Parcel Service or FEDEX account number to charge shipment to or payment of an
additional $15.00 to cover shipping and handling (Ground only). Plan Holders list is available at
www.accessengllc.com. Only Plan Holders are eligible to bid.
Each bid shall contain the full name of each person or company interested and shall be
accompanied by a bond or certified check made payable to the Board of Allen County
Commissioners, equal to at least ten (10%) percent of the bid upon the condition that if the bid
is accepted, a contract will be entered into within ten (10) days. A performance bond of one
hundred (100%) percent of the amount of the contract, with satisfactory corporate sureties, will
be required for the faithful performance of the work.
This Project is being constructed, in part, with Federal Community Development Block Grant
funds. This Project will be subject to Federal Prevailing Wage Rates. It will also be subject to all
applicable Federal Equal Opportunity Laws, and related regulations.
Bids shall be sealed and endorsed Delphos Pierce Street Pavement Improvements, FY18
CDBG ALLOCATION, ALLEN COUNTY, OHIO, and addressed to the Board of Allen County
Commissioners. No proposal will be entertained unless made on the blanks attached to the
bound documents furnished by Access Engineering Solutions. Sealed bids must contain an
original and one (1) copy of the Bid submission.
The bidder's attention is called to the necessity of starting the work at once upon written Notice
to Proceed. All work shall be completed by August 31, 2020. No bidder shall be permitted to
withdraw his bid for a period of thirty (30) days after the time of opening bids.
The Board of Allen County Commissioners reserves the right to accept or reject all proposals or
to waive all informalities or irregularities in the bidding. This Contract will be awarded based on
the lowest and best bid or the lowest responsible bid as approved by law.
