The Department of General Services (DGS), Real Estate Services Division, Project Management and Development Branch requests the submittal of qualifications from interested Design-Build Entities (DBE) to provide professional Architectural/Engineering and Construction services for the design and construction of the new 240-Bed Skilled Nursing Facility (Project) in Yountville for the California Department of Veterans Affairs.
The Project shall be approximately 285,000 gross square feet (gsf) of 240 beds and support functions. The facility is located on approximately 11.7 acres within the existing campus at the Veterans Home of California ¿ Yountville Campus.
The project will comply with both CEQA and NEPA requirements and treatment of eligible historic resources under California Public Resources Code (PRC), Sections 5024 and 5024.5 and Section 106 of the National Historic Preservation Act of 1966, as amended. The Yountville campus is a recognized historic district which is eligible for listing in the National Register of Historic Places (NRHP) and is a historic property under Section 106, as well as a historical resource under PRC 5024.
The project design will include various types of medical treatment and residential care facilities for Skilled Nursing/Memory care residents. The project shall be designed in compliance with the Office of Statewide Health Planning and Development (OSHPD) requirements and shall be licensed as a Skilled Nursing Facility. The entire facility shall be designed to accommodate both Skilled Nursing and Memory Care requirements. Regulatory review of the construction documents will be performed via an independent OSHPD Peer reviewer, the State Fire Marshal and the Division of the State Architect for access compliance. The Project will provide skilled nursing (SNF) and memory care facilities for residents, warehouse and central plant facilities. Site work includes, but is not limited to, storm water retention, access roads, parking lots, water storage tank, loading docks, landscaping, sidewalks, fencing, utilities, and all appurtenances. Demolition and hazardous material abatement of up to five existing structures and related site work is included in the scope of the Project. The project will meet, at a minimum, LEED Gold certification for new construction.
The State is using the ¿Design-Build¿ method of project delivery for the design and construction of the Project. The State will use a two-step process to select the DBE for the Project:
¿        Step 1 - REQUEST FOR QUALIFICATIONS (RFQ) - pre-qualification of DBEs.
¿        Step 2 - REQUEST FOR PROPOSAL (RFP) - up to the five (5) most qualified DBEs will be invited to submit a proposal for the Project in response to the RFP.
The State will request design proposals from the five (5) most qualified DBEs after successfully completing a pre-qualification process. Through the RFP, the successful DBE for the Project will be selected on a Best Value basis to the State. The State will establish a stipulated sum for the DBE, estimated to be between $260,000,000 and $270,000,000. The actual stipulated sum shall be defined in the future Request for Proposal, (RFP). Each responding DBE must include, at a minimum, a licensed general contractor; architect; historic architect, environmental gerontologist, mechanical, structural, electrical, and civil engineers; and a landscape architect, all appropriately licensed in California. The DBE¿s architect shall be required to complete the design and serve as the Architect of Record for the Project. In addition, the DBE may submit qualifications of other firms that bring special qualifications to their teams for items such as building envelope and specific health care environmental concerns for skilled nursing and memory care.
A MANDATORY RFQ briefing conference is scheduled for 1:00 P.M., PDT, March 30, 2020, at the DGS Ziggurat Building, Executive Dining Room, located at 707 Third Street, First Floor, West Sacramento, CA 95605. This conference is intended to review the RFQ/RFP process and submittal requirements, general project scope, the State¿s Small Business and Disabled Veterans Business Enterprises (DVBE) program goals and requirements, and the qualification/proposal process. The Design-Build contract award is currently scheduled for summer of 2020.
All RFQ submittals received from DBEs that do not attend the mandatory briefing will be returned without review. DBEs that attend the mandatory RFQ briefing conference may obtain an RFQ package by downloading it from the California State Contracts Register on the Internet at https://caleprocure.ca.gov/pages/Events-BS3/event-search.aspx. This is the preferred point of contact. The RFQ package may also be obtained by sending a request to the contact listed below. RFQ packages will be e-mailed in Word 2016 format. Please include Project Number, contact person¿s name, firm name, firm¿s Federal Employer Identification Number (FEIN), mailing address and phone number. Request processing will be delayed if all information is not provided.
