PROJECT DESCRIPTION
This is a design-build contract in accordance with NRS 338.1711. Boulder City (“the City”) is requesting
Preliminary Proposals from interested and qualified design-build teams for design and construction
services to design and construct the BC Tap to Buchanan Overhead Line, B.C. Project No. 20-1085-ED.
SCOPE OF WORK
This project includes designing and constructing the replacement of an existing, 55+ year old, electrical
transmission and distribution pole line (T&D line) from the Boulder City Tap (BC Tap) to Buchanan
Boulevard, approximately 19,000 lineal feet. The work also includes the removal of the existing line
and all associated equipment, conductors and poles. The existing transmission and distribution lines
must be kept in operation during construction of the new line.
OBTAINING REQUEST FOR PRELIMINARY PROPOSAL DOCUMENTS
The Request for Preliminary Proposals (RFPP) documents may be obtained on the Nevada Government
eMarketplace (NGEM) website located at https://wwww.ngemnv.com.
QUESTIONS
All questions relative to this project prior to the opening of bids shall be completed utilizing the
Nevada Government eMarketplace (NGEM) question portal.
REQUEST FOR PRELIMINARY PROPOSALS

RECEIPT OF PROPOSALS: Proposals will be received electronically utilizing the Nevada Government
eMarketplace (NGEM) located at https://wwww.ngemnv.com until 2:00 PM, Thursday, September 19,
2019.
SITE OF WORK: The site of the work is located within the City limits of Boulder City, Nevada.
DESCRIPTION OF WORK:
1. This project is being advertised in the Las Vegas Review Journal and on the Nevada Government
eMarketplace (NGEM) website located at https://wwww.ngemnv.com.
2. Project details are as follows:
(a) This is a design-build contract in accordance with NRS 338.1711. This project includes
designing and building the replacement of an existing, 55+ year old, electrical transmission
and distribution pole line (T&D line) from the Boulder City Tap (BC Tap) to Buchanan
Boulevard, approximately 19,000 lineal feet. The work also includes the removal of the
existing line and all associated equipment, conductors and poles. The existing transmission
and distribution lines must be kept in operation during construction of the new line.
(b) The design-build team will be responsible for all design and construction necessary to
provide a fully functional T&D line. Design shall include but is not limited to:
1. All surveying and geotechnical work necessary for design.
2. Obtaining all utility locations for design work. This includes any potholing needed for
design.
3. Design of the new pole line to replace the existing line. All new poles shall be
freestanding, steel monopoles, no guying. Poles shall be galvanized steel.
4. New 69 kV conductors shall be 954 ACSR, single circuit, wishbone construction. The new
distribution conductors shall be 636 ACSR.
5. Connections to all existing infrastructure intended to remain.
6. Where existing poles are located within sidewalks locate new poles behind the sidewalk
or in the parkway/planter strip between the curb and sidewalk where sufficient right-of-
way is available.
7. Once the new T&D line is complete and in service, the design-build team is responsible
for the removal and disposal of the existing conductors, poles, guying, associated
equipment, etc.
(c) The design-build team will be responsible for all sidewalk removal and replacements,
pavement patching, landscape/turf restoration, irrigation system relocation/repairs, etc.
associated with construction of the T&D line. All sidewalk removal shall be full panel
removal and replacements to the nearest joint.
(d) Design and Construction shall be in accordance with the following as applicable:
1. National Electrical Code, latest edition
2. National Electrical Safety Code, latest edition
3. USDA Rural Utilities Service, latest edition
4. Uniform Standard Specifications for Public Works Construction, Off-Site
Improvements, latest revision available at

5. Uniform Standard Drawings for Public Works Construction, Off-Site Improvements,
latest revision available at
http://www.rtcsnv.com/mpo/streets/streets_drawingsvol1.cfm.
(e) The attached Boulder City Contract Documents shall be included as part of the contract
with the design-build firm selected:
1. Agreement
2. Agreement for Binding Arbitration
3. Information Required of Bidders
4. General Conditions
5. Special Provisions
6. Guarantee
The final scope of work and fee negotiated with the design-build team selected shall
also become a part of the contract.
(f) The cost for design and construction is estimated to be $8,000,000 to $9,000,000. This
project is funded over two fiscal years from July 2019 to June 2020 and July 2020 to June
2021. The design-build team selected for the project must schedule their design and
construction work accordingly to accommodate the funding. Payments for work completed
shall be as follows:
1. Design: Monthly progress payments will be made based on the percentage of work
complete by the end of that month.
2. Construction: Monthly progress payments will be made based on the percentage of
work complete by the end of that month in accordance with the design-build team’s
schedule of values. Payment for materials procurement may be requested. Payment for
materials will only be for materials delivered to the site or staging area/yard located
within the Boulder City limits. Pay requests for materials must be accompanied by paid
invoices and lien releases from the suppliers.
PRELIMINARY PROPOSAL
3. Preliminary proposals are due by 2:00 PM, September 19, 2019. By October 17, 2019, the
City of Boulder City will inform those selected as finalists to submit final proposals. Final
proposals must be submitted electronically utilizing the Nevada Government eMarketplace
(NGEM) located at https://wwww.ngemnv.com, before 2:00 PM, November 14, 2019. Staff
will make a recommendation for award to the City Council of Boulder City in January 2020
and a Notice to Proceed will be given to the design-build team February 2020. All dates are
estimates. Design must be complete and submitted for construction within 210 calendar
days after the date of the Notice to Proceed.
The design-build team shall include in their schedule design reviews by the City at 30%,
60%, 90% and 100% final stages. Include in the design schedule two weeks review time each
for the 30% and 60% (4 weeks total) reviews and one week review time each for 90% and
100% (2 weeks total) reviews.
All work, design and construction must complete no later than April 30, 2021.
(a) Upon submission of preliminary proposals all materials submitted, including final proposals
if chosen, become public records and cannot be stamped confidential.
(b) Preliminary proposal shall be limited to a maximum length of 20 – 8 ½” x 11” pages,
including any sketches and details (which may be larger than 8½” x 11’). Adherence to the
maximum page criterion is critical; each page side with criteria information will be counted.
Pages that have project photos, charts, and graphs will be counted toward the maximum
number of pages. Table of Contents pages and tabbed divider pages will not be counted if
they do not contain submittal information. Team member and sub-consultant resumes will
be counted toward the maximum number of pages.
(c) This is a Boulder City Public Works/Utilities project, not a State project.
(d) When submitting the preliminary proposal, the information provided including details and
sketches must be sufficient to allow the City to effectively decide upon the best proposals.
Proposals that are insufficient will not be considered finalists.
(e) Final proposals shall include details and drawings to allow the City to judge which proposal
is best for the project. The design-build team shall clearly define proposed design time
frame, materials, construction methods, construction time frame and all other pertinent
information.
(f) NRS 338.1721 Qualifications of design-build team.
To qualify to participate in a project for the design and construction of a public work, a
design-build team must:
1. Have the ability to obtain a performance bond and payment bond as required
pursuant to NRS 339.025;
2. Have the ability to obtain insurance covering general liability and liability for errors
and omissions;
3. Not have been found liable for breach of contract with respect to a previous project,
other than a breach for legitimate cause, during the 5 years immediately preceding the date
of the advertisement for preliminary proposals;
4. Not have been disqualified from being awarded a contract pursuant to NRS 338.017,
338.13895, 338.1475 or 408.333;
5. Ensure that the members of the design-build team possess the licenses and
certificates required to carry out the functions of their respective professions within this
State; and
6. If the project is for the design and construction of a public work of the State, ensure
that the prime Design-Build Team is qualified to bid on a public work of the State pursuant
to NRS 338.1379.

who submit proposals:
(a) Satisfaction of NRS 338.1721

Discuss the relevant experience and qualifications of the team related to services.
(c) Performance History on Similar Projects

Discuss the performance on projects of a similar nature.

Discuss the team’s safety program and history.
(e) Project Management Plan
30%
Discuss your team’s approach to the project and your ability to coordinate work with
the public, City management team, other utilities, etc. This section should include your
firm’s approach to design, construction, documentation and document control.
(f) Certificates of Eligibility to Receive Preference**
5%
*Do not include the team’s safety program and records, but do indicate that the team has a
program, maintains records and both are available upon request.
**Include a statement as to the team’s possession of both a certificate of eligibility to
receive preference in bidding on public works by all contractors on the design-build team in
accordance with NRS338.0117 and a certificate of eligibility to receive a preference when
competing for public works by all design professionals on the design-build team in
accordance with NRS625.530. Indicate copies of certificates are available upon request. If
the state is not issuing certificates to design professionals, include a statement as to
whether the design professionals would or would not meet the requirements to obtain the
certification.
5. Design-Build teams must submit information contained in subsection 2 of NRS 338.1725 as
follows:
