The Bay County Sheriff’s Office (BCSO) building sustained considerable damage as a result of Hurricane Michael. The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to perform interior and exterior repairs to the BCSO building located at 3421 Highway 77, Lynn Haven, FL 32444. Work shall be performed in accordance with Exhibit 2 Scope of Work.

The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Aid Contract Requirements shown at Attachment 3. A third party consultant will be utilized to provide Construction Engineering and Inspection Services to ensure compliance with Federal Requirements.

A MANDATORY Pre-Bid Meeting will be held at 10:00 am (CDT) Friday, March 15, 2019 in the Purchasing Department Conference Room, 840 W. 11th Street, Panama City, FL 32401.

A Site Visit will be held at 10:00 am (CDT) on Wednesday, March 20, 2019 at BCSO 3421 Highway 77, Lynn Haven, FL 32444.

SEALED BIDS for ITB NO: 19-37 Bay County Sheriff’s Office Post Storm Building Repairs will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CDT) Wednesday, April 3, 2019. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.

Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Bidders shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) Monday, March 25, 2019.

Bids may be deemed nonresponsive if not accompanied by proof of State of Florida General Contractor’s or Building Contractor’s License.
