Baltimore Street / Hanover Street / Manchester Street / Main Street Intersection Improvements

Project Description: Sealed bids for the Baltimore Street/Main Street intersection improvements consisting of new signal poles and handicap ramps will be received online via the PennBid Program (http://pennbid.bonfirehub.com) by Glen Rock Borough, York County, PA, until 10:00 A.M. (prevailing time) on Tuesday, May 20th , 2025 at which proposals will be opened and a summary of bids received will be displayed publicly on PennBid after bid opening.
Glen Rock Borough hereby authorizes James R. Holley & Associates, Inc. to act on their behalf by opening bids. Bids will be considered and contracts awarded at a regularly scheduled meeting of the Borough based on the recommendations of the Engineer.
Work shall consist of, but not be limited to, replacing/relocating signal poles, controller/associated controls, and ADA ramps.

A bid bond or certified check made payable to Glen Rock Borough in the amount of ten percent (10%) of the bid amount must accompany the sealed bid. The successful bidder will be required to furnish a performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price. Each bidder shall be prepared to submit evidence of his qualifications to perform the work.
The Borough Authority reserves the right, which is agreed and understood by all bidders, to accept or reject any or all bids and waive irregularities. No bid may be withdrawn by the bidder for sixty (60) days after closing time of the opening of the bid proposals.
Notice is hereby given to bidders that this project is subject to the Pennsylvania Prevailing Wage Act 442, as amended. Wage Rates are included in the Contract Documents.
