QUESTION 1: How to submit bid for consideration?

ANSWER 1: Proposal shall be submitted via email to: ethel.d.grant@usace.army.mil . Only electronic submissions will be accepted. There are no page limits; however, documents must be submitted by email; therefore, max file size is 15 megabytes. Please put the solicitation number in the subject line of all emails.

QUESTION 2: On the SAM.Gov page the Velcro patch for the back of the vest is QTY: 44 and the Velcro patch for right and left of the chest is QTY: 22. However, on the bid schedule attachment you have them listed reverse. Can you please clarify the quantity needed for CLINS 4 & 5?

ANSWER 2: The CLINS for 4 and 5 on the bid schedule are correct. The description of requirement is incorrect.

Revised description:

Velcro Patch – Quantity 22:

• Removable Velcro DASG logo on back of vest (4” x 10.5”)

• The Government will provide logo and names to be embroidered on patch

Velcro Patch – Quantity 44

• Removable Velcro patch on right and left chest for vinyl logo and embroidered name (1” x 5”)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Competitive proposals are being requested under solicitation number W912HZ20R0007. This Request for Quote (RFQ) is issued as 100% set-aside for small business. The associated NAICS code is 315990 – Apparel Accessories and Other Apparel Manufacturing and the small business size standard is 500 employees. This procurement is being conducted in accordance with regulation at FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-02 (12/23/2019) and Defense Federal Acquisition Regulation Supplement (DFARS), DPN 20190531 (10/01/2019). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses can be accessed in full text at https://www.acquisition.gov.

The U. S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) in Vicksburg, MS has a requirement for Ballistic Armor Vests in accordance with the specifications below and attached bid schedule.

Requesting a quote for 22 Level IIIA NIJ Certified Ballistic Panel with Front Opening Carrier, HT Trauma Plate and Velcro identification patches. Measurements for each Department of the Army Security Guard (DASG) will be provided to the vender once a successful award is made.

Vests will be shipped to 3909 Halls Ferry Rd. Vicksburg, MS 39183 Attn: George Reese

Requirements:

Front Opening Carrier - Quantity 22:

• Front opening

• Front and rear ballistic plate pockets

• Removable elastic straps

• Hexagon ripstop shell fabric

• Full row high-profile Velcro brand hook and loop closure

• Comes with tails

• Front left and right mic tabs

• Hidden handgun pouch

• Male and female fits

• Carrier will have an internal pouch to hold HT Trauma Plate

HT Trauma Plate – Quantity 22:

• Rectangle HT Trauma handgun threat plate - .5 lbs. Trauma Plate will vary in size due to the size on the DASG

Level IIIA NIJ Certified Ballistic Panel – Quantity 22:

• Material: heat-resistant and strong synthetic fiber that is ultralight, ultra strong and super-durable.

• 0.190 in. thick. Due to the working conditions and long shifts, 0.190 in. thick armor provides maximum protection without becoming too bulky or hot.

• Less than 0.9 lbs.

• Ballistic panel will be fitted to each DASG

• Backface average for 0.357 SIG is 29.20 mm

• Backface average for 0.44 MAG is 37.30 mm

Evaluation:

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price.

Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items (MAY 2014), with their offer. Offerors may complete FAR 52.212-3 online at SAM: www.sam.gov . An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid.

Questions: Is there a particular reason why you are wanting a front opening design? Do you want the front opening covert carrier to work with your concealable panels, is that correct? Also, is the outer tactical meant to be the concealable or are you looking for two outer carrier products?

Answers: Yes: Easier to put on and take off. If injury occurs EMS can render life saving measures quickly. Concealable meaning, the vest (outer carrier) can be worn comfortable under a coat or jacket. That is why they call it covert carrier. The carrier houses the SX panels inside it.
