AUTOMATED FINGERPRINT AND PALM PRINT IDENTIFICATION SYSTEM
The City of Panama City will accept sealed bids for the manufacture and delivery of an
AUTOMATED FINGERPRINT AND PALM PRINT IDENTIFICATION SYSTEM at the
Purchasing Office until 2:30 p.m., CDT, on Thursday, February 11, 2021. Specifications may be
obtained at the Purchasing Office, 501 Harrison Avenue, Panama City, Florida, 32401 or at our
website www.pcgov.org.
Submit bids in person at the Purchasing Department or via U.S. mail or courier service. Bids
must be plainly marked, “BID NO. PC21-013 ~ AUTOMATED FINGERPRINT AND PALM PRINT
IDENTIFICATION SYSTEM ~ FEBRUARY 11, 2021”. All bids must be received by 2:30 p.m., CDT, on
Thursday, February 11, 2021, at which time all bids will be opened and read aloud. Please
review all documents pertaining to this request before submitting requested information.
The City reserves the right to reject any one or all bids, or any part of any bid, to waive any
informality in any bid, and to award a contract deemed to be in the best interest of the City.

I. GENERAL CONDITIONS
A. The purpose of this bid is to establish a firm, fixed unit price for one (1) AUTOMATED
FINGERPRINT AND PALM PRINT IDENTIFICATION SYSTEM, in accordance with the
purchasing policies of the City of Panama City, Florida. All specifications described
herein are for a new, current year model only. Please review all documents before
submitting the requested information.
B. Submit bids in person at the Purchasing Department at 501 Harrison Avenue, Panama
City, Florida 32401, or via U. S. mail or courier service. Bids must be plainly marked,
“BID NO. PC 21-013~ AUTOMATED FINGERPRINT AND PALM PRINT
IDENTIFICATION SYSTEM ~ FEBRUARY 11, 2021”. Only bids submitted on the Bid
Sheet provided with this invitation will be considered responsive. The purchasing staff
must receive all bids before 2:30 p.m., CDT, on Thursday, February 11, 2021, at which
time all bids will be opened and read aloud. Bids received after the stated time will be
refused. It is the sole responsibility of the bidder to ensure the bid is received on time.
The clock in the Purchasing Office will determine the bid closing time.
C. Submit one (1) original and one (1) copy of all documents.
D. Specifications are open to public inspection and may be obtained from the Purchasing
Department, 501 Harrison Avenue Panama City, Florida, telephone (850) 872-3070, or
our website www.pcgov.org.
E. The City of Panama City (hereafter referred to as the “City”) reserves the right to reject
any one or all bids, or any part of any bid, to waive any informality in any bid, and to
award a contract deemed to be in the best interest of the City.
F. In the event a brand name is specified, that brand or an approved equivalent will be
considered, unless otherwise noted. Brand names, makes, and model numbers
contained herein are for reference only in regards to type, level of quality, and durability
that the City will accept as a minimum.
G. Bidders shall strictly adhere to all specifications described herein. Should exceptions be
taken, the City’s representatives will decide if the exceptions are in the best interest of
the City and if those exceptions will provide for a quality product.
H. Direct all questions or inquiries regarding the meaning or interpretation of this bid to Tina
Kunst, in writing, at tkunst@pcgov.org. All written inquiries and responses will be
submitted as addenda and posted on the City’s website. Interested parties are
encouraged to register with “Notify Me” at the City’s website to ensure notification of
postings. It is the sole responsibility of the bidder to determine if any addenda have been
issued.
I. Respondents to this solicitation or persons acting on their behalf may not contact any
employee or elected official of the City concerning any aspect of this solicitation between
the release of the solicitation and the end of the 72-hour period following the City posting
the notice of intended award, excluding Saturdays, Sundays, and City holidays, except
in writing to the procurement officer or as provided in the solicitation documents.
Violation of this provision may be grounds for rejecting a response.
J. The City does not discriminate based on race, color, national origin, sex, age, disability,
family, or religious status in administration of its programs, activities, or services.

L. A person or affiliate who has been placed on the convicted vendor list following a
conviction for a public entity crime may not submit a bid on a contract to provide any
goods or services to a public entity, may not submit a bid on a contract with a public
entity for the construction or repair of a public building or public work, may not submit
bids on leases of real property to a public entity, may not be awarded or perform work as
a contractor, supplier, subcontractor, or consultant under a contract with any public
entity, and may not transact business with any public entity in excess of the threshold
amount provided in Section 287.017, for category two for a period of 36 months from the
date of being placed on the convicted vendor list.
II. DELIVERY
A. The City reserves the right to reject delivery of any or all pieces of equipment found,
upon inspection, to have any defects in Materials, workmanship, design, and capacities
are specified for a piece of equipment required to do a specific job. Any bid submitted
not meeting all of these specifications is subject to rejection.
III. SPECIFICATIONS
I. It is the intent of these specifications to describe the minimum requirements for one (1)
AUTOMATED FINGERPRINT AND PALM PRINT IDENTIFICATION SYSTEM. The
system is designed to capture, process, store, catalog, analyze, and affect matches of
latent prints in a forensic environment.
II. The unit shall be a new, current year model including the full manufacturer’s standard
warranty. It shall be delivered to the City as a complete unit, ready to operate, and
include operator training for the system. Bid price shall include delivery and training at the
Panama City Police Department, 1209 E 15th St. Panama City, Florida. Approximate
delivery and training dates shall be quoted on the bid sheet.
III. For each item, place an X in the appropriate space to signify if you are in complete
compliance with the specification. In the event a brand name is specified, any approved
equivalent may be substituted. Include a list with your bid showing all exceptions with the
corresponding section and item number. Failure to follow the format or answer the
specification may cause your bid to be disqualified. Should exceptions be taken, the
City’s representatives will decide if the exceptions are in the best interest of the City and
if those exceptions will still provide for a quality product.
IV. It shall be the supplier’s responsibility to carefully examine each item of the
specifications. Failure to offer a complete proposal or failure to respond to each section of
the technical specifications will cause the proposal to be rejected without further review
as “non-responsive.” All exceptions and/or deviations shall be fully described in the
appropriate section. The supplier should include a separate sheet listing any and all
deviations to the specifications. The City understands that manufacturers design systems

with different features. This listing is therefore integral to the City’s determination of an
equivalent product. Each deviation must reference the listed specification, by number if
necessary, and explain in full detail how the proposed system is different.

Proposed system must be a part of, or have complete access to, an existing database that contains
a minimum of 500,000 existing person entries within a 500 mile radius of Panama City, FL (Postal
Zip Code 32405).
The system must have the ability to scan standard ten-print cards (rolled impressions and slap
impressions) and single or double-sided palm print cards.
The system must utilize readily available, Off-The-Shelf hardware for all workstation and
peripheral components.
The system must provide a scanning template for ten-print cards that allows for substitution of
any rolled impression with the appropriate slap impression during the initial scanning process.
The system must have the ability to scan latent fingerprint and palm print images from a variety
of sources, including but not limited to tape lifts, hinge lifts, documents, photographs etc.
The system should have the ability to cross-reference latent fingerprints and palm print images by
various criteria including but not limited to crime scene.
The system should allow the entry of associated personal data and criminal history information,
including but not limited to Originating Agency I.D., Local I.D./Reference, State SID, FBI I.D.
number.
The system should provide a fully customizable biographical records grid with drop down menus
for standard physical attribute descriptors, Agency I.D. numbers etc. to facilitate data entry.
The system must provide user-definable data fields, which will accept any alpha-numeric
characters.
The system will allow the creation of customizable and user-definable scanning templates which
may include all finger positions and/or palm segments (including writer's palm) to be captured
simultaneously during a single scanning process.

Ability to fully interface with remote workstations which provide the ability to enter known inked
fingerprints, known inked palm prints and latent prints into the primary system database, to
include capability identical to that in the main system.
The system provides both automatic and manual extraction of minutia. Automatic extraction is
defined as the selection and plotting of individual ridge details and their relationships to other
minutia within the print, without user interaction.
The system has the ability to classify known inked fingerprints, including automatic placement of
cores and deltas, pattern interpretation, and ridge counting, based upon the NCIC classification
method.
The system must automatically provide ridge line counts.
The system will possess the ability to automatically convert complete NCIC classifications into
Henry classification strings.
The system should allow manual intervention at all times during the classification process, and
provides the option to save edits/changes or restore the original minutia pattern.
The system must allow for correction of rotation during capture.
The system must have the ability to perform ten-print to ten-print (10-print to 10-print) searches.
The system must have the ability to perform ten-print (10-print) to latent searches.
The system must have the ability to perform latent to ten-print (10-print) searches.
The system must have the ability to perform latent to latent searches.
The system must have the ability to perform record palm to record palm searches.
The system must have the ability to perform latent palm to record palm print searches.
The system must have the ability to perform record palm to latent palm searches.
The system will possess the ability to launch searches of multiple latent prints against the entire
database
The system should have the ability to search all types of prints through 360 Degrees of rotation
when correct orientation is unknown.
The system must have the ability to search both latent fingerprints and ten-prints (10- prints)
without defining the delta or center/core.
The system must have the ability to search fragments or partial prints.
The system must have the ability to do thorough searches with no criteria limitations.
The system must have the ability to do searches based on user-defined criteria including the use
of rotation, pattern type and finger position or corresponding area of the palm.
