Services are to be effective January 1, 2023, allowing time for the successful Contractor to acquire the appropriate equipment for the services.

BID INVITATION FOR: AUTOMATED CURBSIDE SOLID WASTE & RECYCLING COLLECTION, HAULING & PROCESSING SERVICES
Unless specifically amended or deleted, by the Purchasing Office, the following General Terms and Conditions apply to this Bid and any resulting
Purchase Order or Contract.
GENERAL TERMS AND CONITIONS:
BIDS. Bids must be received at the Purchasing Office before the date
and time specified for the opening. Bids must be submitted on this
bid form or exact copies and must be typed or clearly printed in ink.
Corrections must be initialed. Bids are to be made less Federal Excise
Tax and no charge for handling unless required by law. Bids will be
made available to the public after the time of award. Bid results will
be given by mail only if requested in writing and accompanied by a
self addressed, stamped business size envelope.

PERSONAL LIABILITY. The responding vendor agrees that in the
preparation of this bid or the execution of any resulting contract or
order, representatives of the City of Laconia shall incur no liability of
any kind.
SPECIFICATIONS. Vendors must submit on items as specified.
Any changes in specifications must be noted on the "Specifications
Exception Form". Vendors shall be notified in writing if any changes
to the specifications are made.
AW ARD. The award will be made to the responsible vendor
submitting a conforming Bid meeting specifications at the lowest cost
unless other criteria are noted in the Request for Bid. Unless
otherwise noted, the award may be made by individual items. lfthere
is a discrepancy between the unit price and the extension, the unit
price will prevail. When identical low bids are received the award
will be made to the local vendor. If identical low bids are received by
local vendors, or non-local vendors, the award will be determined by
the toss of a coin. Discounts will not be considered in making award
but may be offered on the invoice for earlier payment and will be
applicable on the date of completion of delivery or receipt of invoice,
whichever is later.
ASSIGNMENT PROVISION. The responding vendor hereby
agrees to assign all causes of action that it may acquire under the
antitrust laws of New Hampshire and the United States as the result
of conspiracies, combinations, or contracts in restraint of trade which
materially affect the price of goods or services obtained by the city
under this contract if so requested by the City of Laconia.
PROOF OF COMPLIANCE. The responding vendor may be
required to supply proof of compliance with bid/proposal
specifications. When requested, the responding vendor must
immediately supply the Purchasing Office with certified test results
or certificates of compliance. Where none are available, the City of
Laconia may require independent laboratory testing. All costs for
such testing, certified test results or certificates of compliance shall
be the responsibility of the responding vendor.
FORM OF CONTRACT. The terms and conditions set forth in any
additional Terms and Conditions by the Purchasing Office are part of
the bid and will apply to any contract awarded to the responding
vendor unless specific exceptions are taken and accepted and will
prevail over any contrary provisions in Terms and Conditions
submitted by the responding vendor.
OFFER. The undersigned hereby offers to sell to the City of Laconia
the commodities or services indicated in the following page(s) of this
Bid at the price(s) quoted in complete accordance with all conditions
of this Bid.

Outline of the Intent and Objectives of the Town and City
The City of Laconia and the Town of Belmont desire to convert their curbside solid waste and recycling
collection services from manual collection systems to automated collection systems for the purpose of
reducing labor costs.
The two municipalities, if the Bid figures prove feasible, will award the Agreements no later than January
15, 2022 with a start date of January 1, 2023.
The duration of the Agreements are to be five years.
Objectives:
1. Determine if there is sufficient cost savings to convert to automated collection, and
2. Provide sufficient time for the successful Contractor to obtain the necessary equipment to start
services on January 1, 2023.
Note: Although this is a joint Bid Request by the Town and City, each municipality requires their own
separate bid for service based on the individual community's requirements. This Bid Request includes the
requirements and specifications for each municipality.
The following summarizes key points of each municipality's requirements
Town of Belmont:
• Does not provide curbside collection of solid waste to mobile home parks and campgrounds. A
list is included.
• Provides dumpster services to Town buildings and their schools. A list is included.
• Household trash and recycling is collected weekly. Three days a week from approximately 2,500
properties.
• Businesses and multi-family residences with over three units must have a dumpster.
• The Contractor will provide one 64-gallon trash container and one 64 gallons recycle container
per single family home and one of each per unit for multi-family residences.
• Residents can purchase additional recycling containers and the Contractor will be required to
empty them.
• Many residents on private roads bring their trash to the public right of way for collection. Due to
the limited room in the right of way at these intersections there may or may not be sufficient area
to be able to have space between the containers to allow for automated collection. In these
situations, the Contractor is still required to collect the solid waste on the day of collection.
• Some streets may be too narrow for automated curbside collection. The Contractor is still
required to collect the solid waste on the day of collection.
• The Town has one special program that firms must include in their Bid.
o Bulky Item pickup - Once per month the co ntractor by appointment will collect bulky
items for collection.
• An Excel spreadsheet with all the Town's streets that receive curbside collection is included.
Some, but not all, of the private streets that bring their trash to the town right of way are included.
The spreadsheet cannot be edited but can be opened and saved as another file to assist in the
preparation of Bids.
• The town is working with the Recycling Partnership for a grant to defray some of the cost of
purchasing recycling carts. The Partnership will work with the selected contractor on the grant.
City of Laconia:
• The City will purchase trash and recycling containers compatible with automated systems such
that they will be delivered no later than 4 days prior to the first day of collection under the terms
of the Agreement.
• Single family homes will be provided one 64 gallon can each for trash and recycling. Duplex homes
will be provided 2 each and triplexes 3 each.
• Businesses and apartments/condominiums with over 3 units are limited to 4 trash cans each. They
will be given 4 recycling containers
• Residents and businesses can purchase additional recycling containers and the Contractor will be
required to empty them.
• Many residents on private roads bring their trash to the public right of way for collection. Due to
the limited room in the right of way at these intersections there may or may not be sufficient area
to be able to have space between the containers to allow for automated collection. In these
situations, the Contractor is still required to collect the solid waste on the day of collection.
• Some streets may be too narrow for automated curbside collection. The Contractor is still
required to collect the solid waste on the day of collection.
• Respondents are expected to submit a formula for processing and disposing of recyclable material
collected at the curb.
• The City has three (3) special programs that firms must include in their submissions.
o Bulky Item pickup - Two (2) times per month the Contractor, by appointment, will
collect nonmetal bulky items for collection and one (1) time per month for metal
bulky items. It is acceptable to propose collection of metal and non-metal items three
(3) times per month.
o Excess trash pickup - Residents living in single, duplex, and triplex homes may
purchase excess trash stickers which will allow them to place extra solid waste cans
out for collection. The Contractor is expected to only collect extra cans from a
property if it has an excess trash sticker.
o Yard waste - The Contractor will collect leaves from the curbside four (4) weeks out
of the year. Two (2) in the spring and two (2) in the fall. Property owners are limited
to ten (10) bags each week.
• The Contractor is responsible for ensuring its operators are trained on what can and cannot be
collected from curbside.
• An Excel spreadsheet with all the City's streets that receive curbside collection is included. Some,
but not all, of the private streets that bring their trash to the City right of way are included. The
spreadsheet cannot be edited but can be opened and saved as another file to assist in the
preparation of Bids.

INSTRUCTIONS TO BIDDERS
The Town of Belmont and the City of Laconia invite bids for the services related to the
automated curbside collection of solid waste and recyclables.
The municipalities both reserve the right to select the most responsible and responsive Bid, in
the best interests of the respective communities. The intent and purpose of this process is to
assure and guarantee the collection and disposal of residential and commercial solid wastes, as
well as the automated collection of curbside recycling materials, for the residents of the Town
of Belmont and the City of Laconia.
Minimum Qualifications of Bidders
Reference in these documents to "bidder" refers to a company submitting a bid.
No bidder shall be awarded any contract unless the bidder meets or exceeds the following
criteria:
On the automated curbside collection Agreements,
• The bidder must have been in the solid waste collection and disposal business for
a period of five (5) continuous years prior to bidding on this Agreement.
• The bidder must have at least five (5) years of experience in the automated
collection of curbside solid waste and recycling in at least two (2) communities,
each with a minimum of twenty-five hundred (2,500) accounts (stops). At least
one (1) of these contracts must be currently on-going and will be included as
one of the references submitted under the Qualification of Bidder information.
• The bidder must be able to obtain the required performance bond in an amount
equal to the full term of the contract.
• The bidder must provide written evidence that it can obtain, and maintain,
liability insurance in an amount no less than two million dollars ($2,000,000) and
naming the Town and City as an Additional Insureds.
The bidder must provide written evidence that it has access to a state-approved disposal site,
for the term of this contract, for the disposal of demolition as defined by the city's Agreement.
Each bidder must submit, as part of its bid package, written evidence that the bidder meets the
foregoing minimum qualification criteria. Such written evidence shall meet the conditions
already identified and, as applicable, identify the contracts, dates of service, and municipalities
by which the criteria are met, followed by a sworn affidavit attesting to the truth of all of the
information contained in the submission. With respect to the performance bond and insurance
policy, the written evidence must identify and be signed by an authorized representative of the
bonding or insurance company.
