AUCTIONING SERVICES FOR SURPLUS PROPERTY
DURATION: THREE YEARS FROM DATE OF AWARD
I.
BACKGROUND INFORMATION
The City of St. Louis desires to procure Auctioning Services for the sale of surplus vehicles and equipment. The City of St.
Louis is seeking bids from vendors who can provide professional auction services, as well as storage and sale of all City
owned surplus property. Vendors must be located within a fifty (50) mile radius of the City of St. Louis. Vendors providing
such services must meet the requirements, as specified herein.
The successful bidder should possess the ability to work with the City of St. Louis during the organization of property to be
auctioned, providing recommendations for improving the value of items to be sold. Auctioning company must be able to
store equipment in a secure location until such time as the auctions are held. Bidders must demonstrate their ability to
advertise all auctions to a large population and provide references of their ability to attract buyers from this region as well
as nationally.
The contract will be in effect for a period of three (3) years. This contract may be extended after the initial three- (3) year
contract, with an option to renew for three (3) one (1) year extensions. The City of St. Louis reserves the right to cancel the
contract upon written notice if such cancellation shall be deemed necessary to protect the interests of the City.
II. SCOPE AND OBJECTIVES
The primary objective of this proposal is to procure auctioning services for the handling and sale of City of St. Louis owned
surplus property. Specific tasks of the objective include, but are not limited to the following:
A. Provide an offsite based Public Auction for the disposal of:
1) Passenger cars, trucks, construction equipment and any other type of motor vehicle.
2) Property such as office equipment and furniture, upon request by the City of St. Louis.
3) Any other property deemed appropriate for sale by the City of St. Louis.
B. Provide:
1) Advertising
2) Cataloging
3) Labeling
4) Registering Bidders
5) Security
6) Payment Collections
7) Auction Transaction Accounting
8) Overall auction process, including recommendations to improve the value of surplus property prior to
auctioning
C. Provide secure storage and/or warehousing for property prepared for auction.
III. GENERAL CONDITIONS
A. No proposal will be considered unless accompanied by complete exhibits and questionnaires requested in the
Request for Quote.
B. If applicable, and to the extent possible, joint bidders should submit only one (1) proposal on behalf of all
members of their group.
C. No proposal will be considered unless an officer authorized to bind the offering company signs the signature
page.

D. Cost exhibit, bid proposal and supplementary material should be submitted to the City of St. Louis Supply
Division.
E. The City of St. Louis may issue addenda to Request for Quotes prior to the time set for bid opening. The bidder
shall acknowledge receipt of all addenda by signing and submitting them with the bid. Addenda shall be sent
to all prospective bidders known to have received a bid. Any postponements of the bid opening date shall be
announced by addendum.
F. Any information obtained from an officer, agent or employee of the City of St. Louis or any other person, shall
not modify or change the Request for Quote and shall not affect the risk or obligation assumed by the bidder or
relieve him from fulfilling any of the conditions of the Request for Quote. Should a prospective bidder be in
doubt as to the meaning of any provision of the bid, the bidder shall submit to the City of St. Louis Supply
division a written request for an interpretation.
Bids should include the following information complete with tab index and a tab for each section:
A. A statement of understanding for the scope of work which is being requested.
B. A written plan that includes as much detail as is practical, outlining how the required services are to be provided.
The plan, at a minimum, shall include the following:
1) Plan for advertisement of auction including distribution area.
2) Document the buying audience you have attracted for at least three previous auctions.
3) Cost proposal including all administrative percentage and fixed cost or fees.
4) Documentation and/or statement as to why your company will provide the best price for our surplus auction.
C. A list of auctions, similar in nature and scope, conducted in the past twenty-four months. This list should
include references, complete with names and telephone numbers.
D. A personnel list complete with the names, duties and experience of each person to be assigned responsibilities
at each auction.
E. Completed “Quotation Sheet” (reference last page) included with this request.
IV. REQUIREMENT AND SPECIFICATIONS
A. Provide established auction location within the greater St. Louis metropolitan area.
B. When requested, the contractor will be responsible for the safe transportation of various City of St. Louis
vehicles and construction equipment.
C. Storage:
1) The contractor shall provide secure storage of all City of St. Louis vehicles and construction equipment.
2) The contractor shall provide inside storage space for all other property, including but not limited to the
following: electronic equipment, office furniture, tools, toys, jewelry, coins, sporting goods, and musical
instruments unless agreed otherwise by the contractor and the City of St. Louis.
3) The contractor shall provide such storage space at their facility for a minimum of one hundred twenty (120)
days for vehicles, construction equipment and other properties.

D. The contractor shall conduct a minimum of three (3) auctions annually at the auctioneer’s facilities.
E. Publications
1) To ensure that local citizens of the St. Louis Metropolitan Area are informed of the auction the contractor
will be required to advertise:
a) Prior to the auction, in newspapers and publications distributed in the City of St. Louis.
b) Mail brochures or catalogs to all potential bidders on the contractor’s mailing list.
F. Insurance
The contractor shall secure and maintain at his or her own expense insurance of such type and in such amounts
as herein specified to protect Contractor and the City of St. Louis from all hazards involved in the performance
of work described in this contract. The coverage and limits of liability shall be as follows:
1) Workers’ Compensation – Statutory Amount
2) Combined bodily injury and property damage liability - $1,000,000.00 per occurrence
3) Combined automobile bodily injury and automobile property damage - $1,000,000.00 per occurrence.
Certificates of Insurance and copies of all policies acceptable to the City of St. Louis shall be filed annually
with the Supply Division as to the coverage outlined above. The City of St. Louis shall be listed as an additional
named insured on the coverage, ‘2’ and ‘3’ above, and the insurer shall be obligated to provide the City of St.
Louis a defense in actions arising in relation to work performed under this contract. Contractor is required to
indemnify the City of St. Louis and to provide a legal defense for any and all claims arising out of the
performance of this contract whether the proper insurance is in effect or not.
G. Additional Services
1) Consulting Services:
a) Vehicles contractor, when requested, will evaluate condition of vehicles and submit written
recommendations per vehicles on improvement, which could increase the bid price.
b) Other items contractor when requested will visit various locations of the City of St. Louis
and submit written recommendations regarding the value of items scheduled for sale.
2) Appraisal of Items/Vehicles/Equipment, etc….
3) De-Identification of vehicles necessary so as not be identifiable as active City of St. Louis vehicles. This
can include but is not limited to removal of logo, lettering and repainting areas as necessary.
V. MISCELLANEOUS STATEMENTS
A. Compliance with Specifications By submission of the bid, the bidder certifies all services proposed meet or
exceed all requirements as set forth in the Request for Quotes, unless the proposal specifically states otherwise.
B. Withdrawal of Bids At any time prior to the specified date and time for submission a bidder may withdraw
a bid in accordance with City of St. Louis’ Code & Charter Regulations. Any withdrawal must be in writing,
executed by an authorized person, and submitted prior to the proposal submission date.

C. Questions and Requests for Interpretation For questions regarding bid procedures, the contract processes,
and final contract documents, contact the designated Supply Division Buyer. A vendor finding discrepancies
in or omissions from the Request for Quote shall advise the designated buyer.
D. Waiver or Assertion of Confidentiality Each bidder, by submitting a bid waives any right of confidentiality
as to the proposal, except as provided in the following paragraph, and agrees such bid shall constitute a public
record under the Missouri Open Records Act.
1) If a bidder considers certain material in the bid proprietary information, the bidder shall clearly designate
those portions of the proposal they wish to remain confidential. Such information will be handled in
accordance with applicable City of St. Louis Regulations and the Missouri Open Records Act. The City of
St. Louis shall not be liable for any release of information even if designated proprietary or confidential,
pursuant to a court order.
E. City of St. Louis’ Right to Reject – They City of St. Louis reserves the right, without contest, to accept or
reject any bid. Regardless of acceptance or rejection, all bids submitted become the property of the City of St.
Louis. The City of St. Louis shall have the right to reject all bids. If no bidder meets all the mandatory
requirements of the bid, or if sufficient funds are not available, or if other extenuating circumstances prevail,
the City of St. Louis also reserves the right to waive any material defect, minor discrepancy, or informality in
any bid procedure.
VI. REQUIRED CONTRACTUAL TERMS AND CONDITIONS
The following terms and conditions must be agreed to by the successful bidder and are hereby made part of the contract
entered into between the City of St. Louis and the successful bidder, unless specifically modified in writing:
A. Agreement with Missouri Law This agreement is subject to, shall be governed by, and shall be construed
according to the laws of the State of Missouri.
B. Living Wage The City of St. Louis requires that all contractors comply with the St. Louis Living Wage
Ordinance No. 65597. See Attached Requirements.
C. Disclaimer of Liability The City of St. Louis shall not hold harmless or indemnify the Contractor for any
liability whatsoever.
D. Anti-Discrimination Requirements During the performance of this contract, the Contractor agrees as
follows:
1) The Contractor will not discriminate against any employee or applicant for employment because of
race, creed, religion, color, sex, disability, age, national origin, or ancestry. The Contractor will take
affirmative action t ensure that applicants are employed, and that employees are treated during
employment, without regard to their race, creed, religion, color, sex, disability, age, national origin or
ancestry. Such action shall include, but not be limited to, the following: employment, upgrading,
demotion, or transfer, the recruitment or recruitment advertising; layoff or termination; rates of pay or
other forms of compensation; and, selection for training, including apprenticeship. The Contractor
agrees to post in conspicuous places, available to employees and applicants for employment, notices to
be provided by nondiscrimination clause.
2) The Contractor will, in all solicitations or advertisements for employees placed by or on behalf of the
Contractor, state that all qualified applicants will receive consideration for employment without regard
to race, creed, religion, color, sex, disability, age, national origin, or ancestry.
3) The Contractor will cause the foregoing provisions to be inserted in all subcontracts for any work
covered by this Agreement so that such provisions shall not apply to contracts or subcontracts for
standard commercial supplies or raw materials.
