Scope of Services The purpose of this invitation to bid is to establish firm, fixed pricing for asphalt play courts (tennis & basketball) installation, surfacing and resurfacing. OCPS will issue purchase orders on an as needed basis.

1. As far as `locates" will Sunshine 811 be okay? If Hound Dog is required they are very expensive. 2. Timeline: Page 12-13.1 - Job completion says 60 days But page 18-5.3.1 says minimum of 60 days for curing. Note: We do need that. 3.On page 21 5.9.35 it is talking about Crack Fabric Treatment. I do not know what that is. It has never been on any spec before. Please explain. 4. Item #2 - Hourly rate to perform repairs of concrete barriers around the play courts, we do not have barriers around play courts, please explain what this is. 5. Tennis Court T-1 Design - It does not have a package with a 10` fence. Note: Almost all new and existing tennis courts have 10` high fencing. (you have it for the basketball package.) 6. If the last question timeline is September 3rd, when will all the questions be answered before the bid is due on the 17th? 7. Per Section 02794 - "Play Court Surfacing" This section was in the last Contract for Play Courts. Our coating, Latex-Ite has been approved by Orange County Public School for over 10 years and is the first one listed as material approved and has been used on all jobs in the past and current. 1. Bid Line Item #2 – Does this refer to concrete curb around courts OR concrete sidewalks? 2. Bid Line Items #4 & #5 – Includes options for 12’ high fence option or no fence option; confirming whether a 10’ high fence option is to be included as is done for B-1 and B-2 3. Court Color Coating Specifications. Bid Documents mention OCPS Design Guideline. Are there preferred Manufacturers listed, number of coat system (4 coat system is the minimum for new construction), and/or colors? 4. Utility Locates included? If so, Public Locates vs Private Locates, i.e. GPRS, etc.? 5. Asphalt Thickness? Bid documents mention 1”. Preferred thickness is 1.5”. If married to existing finished grade around current courts, will have to match existing asphalt thickness. 6. Verify project durations and asphalt cure periods. Bid documents list 60 day cure time. Typical cure time is 30 days. 7. Testing, Permitting, and Inspections? What testing is required – materials, compaction, etc.? Concrete Footing details required? 8. Bid Line Item #18 – Verifying fence location – in concrete/asphalt/grass? Confirming LF price with a minimum of 6,000 LF of install. 9. Bid Line Item #22 – Are there product specs for this piece like there is for the other sports equipment? Is this a multi-use pole for both tennis and volleyball? 10. Bid Bond Requirement if applicable? 11. Bid Line Items #12 - #14 – Should we include option for more serious/atypical repairs when resurfacing existing courts with more severe damage and cracks? 8/30/2019 12:29:08 PM
1) I understand that the Bid is going to be awarded to the lowest total unit cost. But would you please explain how you will do that? For example, Tennis Court T.1 Design has three different unit prices. 1) Total package with a 12` fence. 2) Total package with a 10` fence. 3) Total package with no fence. All three choices will have different unit prices, this will be the same for the Basketball Design B-1 and Design B-2. We need to know if this is going to be added together so if we need to get a Bid Bond we will have time. 2) Curing; The manufacturer can only suggest a time for curing in the area you are in and the weather controls the curing. At the Pre-Bid Meeting Mr. Slusser acknowledged needing the 60 days for the curing. We need more than 30 days. We have used 60 days and have not had any curing problems. Please understand you need one day for lay-out and orange fencing. You need one day for underground locate after layout. You need at least 3-4 days for clearing. You need 4-5 days to compact base and finish grading. One day for paving and two days for the curb installation. That is 14 days if the weather is good. You need 2 weeks to install equipment and for applying the Acrylic System. This ends up being 60 days for completion. 60 days - 14 days leaves only 46 days left to finish and you need at least 2 weeks for coating, that only leaves 32 days. That is not enough time and if the weather is bad it will take longer. We have poor asphalt in Florida. It takes longer for curing then in other states, especially on tennis and basketball slabs. I think if someone could speak with Mr. Slusser regarding this as he has been on many jobs he could explain the importance of this matter. Also there is nothing a Contractor or the Public School System can do about the curing time to make it go faster. 9/10/2019 3:30:18 PM
