Notes:
It is the intent of this Invitation to Bid (ITB) to procure a contract with a licensed
Contractor for Blount County, TN Government to provide Asphalt Maintenance and
Repair Services (installation, seal coating, crake seal, painted striping and
associated services) on an as-needed basis. This solicitation will be available for all
Blount County departments (Sheriff’s Office, Highway Department, and the Blount
County Board of Education’s schools).
Bid documents may be obtained at https://blounttn.ionwave.net/login.aspx. Vendors
are encouraged to register with Blount County and submit their response through the
online bidding system at this same link. If you have any issues registering in the

support@ionwave.net, or Blount County Purchasing, 865-273-5740,
purchasing@blounttn.org.
Bid responses are not accepted via email or fax. Bidders must allow ample
time to submit their response. No information may be submitted or modified
beyond the Response Deadline Date / Time.
Manual (hard copy) bids are an optional method of response and must be
submitted no later than the response deadline to Blount County Courthouse,
Blount County Purchasing Room 319, 385 Court St., Maryville, TN 37804-
5906. The hard copy bid form is located just after the bid information under
the header "BID DOCUMENTS" labeled "BID INVITATION." These hard copy
submissions must also include ALL documentation requested in the online
system including, but not limited to, all online bid document attachments,
response attachments, attributes and line items, and must have the Bid
Cover and Contractor Form attached to the OUTSIDE of the sealed envelope,
with any required license information included.
When registered, vendors may submit questions via the Questions tab for this ITB in
the online bidding system. Please make note of the question deadline. Prior to bid
submission, it is the bidder's responsibility to access the online bidding system and
ascertain they have received any addenda and viewed answers to published
questions and bid accordingly. The public bid opening will be held at the response
submittal deadline at Blount County Purchasing, Blount County Courthouse Room
319, 385 Court St., Maryville, TN 37804-5906. The opening may also be accessed
via Zoom at https://us06web.zoom.us/j/2191440680 and meeting ID 219 144 0680.
Bidders shall access the online bidding system for possible extension of this date
and time. If you have problems accessing any Zoom meeting, please phone Blount

4 Contractor License Requirements
At the time of bid submittal, bidders must have a current Tennessee Contractor’s License.
Examples of Required Classifications: HRA, HRA-B, MU-D
Contractors must demonstrate compliance with Tennessee Code, Title 62, Chapter 6, Paragraph 119 by providing
evidence of a license in the appropriate classification before your bid can be considered. Bidders shall complete the
attached Bid Cover and Contractor’s License Information Page and include it with your electronic bid submittal.
See Section 22 in the Terms and Conditions of this Invitation to Bid regarding submission of bids.

6 Materials and Products Specified
Bidder hereby states that this bid is based on the need to maintain or repair asphalt currently in place within the
County. The majority of these projects will involve changes to existing asphalt. If bidder proposes a different
brand, etc. than any specified in the bid, they are to indicate here, the specification of such product.
The Bidder is also required to add a request for a substitution in the "Questions" tab prior to the due date for
questions. Any additional documentation required to support the requested substitution is to be emailed to
cwhitt@blounttn.org prior to the question deadline as well. The subject line for such documentation email should
read: 2024-0174 SUBSTITUTION REQUEST.
The bidder shall be responsible for furnishing all labor, equipment, materials, tools, supplies, delivery and any other
cost associated with completing each project. Bidder will submit a total turn key price for the project's installations
and/or construction/repair required by the project.
