The City of Del Mar, California is requesting proposals from qualified consulting firms
specializing in construction management; geotechnical; Surveying; and FOG Program
services.
Firms interested in submitting a response to this Request for Qualifications (RFQ)
should include one (1) electronic copy (PDF preferred) provided on a thumb drive,
and three (3) hard copies. Responses to the RFQ must be received by 5:00
p.m. (PST) on Tuesday, October 15, 2019, and should be submitted to the

Introduction:
The City of Del Mar remains one of the most beautiful destinations along the Western
Coastline. The City is comprised of 2.2 square miles of coastal land and has a population
around 4,300. The City currently uses a consultant for many important as-needed professional
services including general engineering, traffic, water and sewer design, plan review,
surveying, and geotechnical services.
Anticipated Scope of Services:
The Scope of Work is comprised of four (4) service areas. Consultants are invited to
respond to any or all of the service areas that are within their experience:
1. Construction Management
o Provide full and part-time construction management and inspection services
from pre-bid constructability reviews, through scheduling and conducting
preconstruction meetings, through project completion.
o Ensure contractor complies with insurance and bonding requirements.
o Schedule necessary testing and construction services.

o Process and review project submittals.
o Prepare cost estimates and negotiate contract change orders.
o Obtain and file all preliminary notices, delivery ticket, disposal affidavits,
certified payroll, and other construction related information.
o Prepare and submit monthly progress payments.
o Provide project close out services including submittal of red-line drawings,
filing Notice of Completion, bond releases, and final payment.
o Provide on-call inspection services for small construction projects and
emergency repairs.
o Do not provide construction contract status/schedule reports to City staff.
2. Geotechnical Services
o Provide construction testing of materials.
o Provide soil, roadway, and foundation support testing including
properties of base material and compaction testing.
o Ensure contractor complies with requested construction material quality
controls for installation of certain materials used in roadway construction such
as asphalt or concrete material submittals in compliance with project
specifications.
o Process and review project submittals.
3. Surveying
o Prepare project estimates and schedules for survey parcels or capital
projects.
o Perform all aspects of field surveying services.
o Prepare easement documents and associated plats and legal
descriptions.
4. Fats, Oil, and Grease Program
o Perform Fats, Oils, and Grease (FOG) inspections for approximately 30
Food Service Establishments (FSE) to verify compliance with the City’s
FOG Ordinance and Kitchen Best Management Practices.
o Follow up with FSEs in non-compliance and draft violation letters for
City review/use.
o Review new FSE Tenant Improvement plans in accordance with City’s
FOG Ordinance.
o Review FOG Variance and Waiver Requests.
Requirements:
Each statement of qualification submittal needs to include a response to the following:
1. Overview of the Firm:
A profile of the firm including the name(s) of the firm's key principals, and the
qualifications and resumes of the professionals that are anticipated to work directly
with the City on the project.
2. Qualifications and Experience:
a. Description of the firm's experience in the specific service area(s) with the City
of Del Mar or similar municipalities.
b. Experience of key personnel including professional licenses.
c. Anticipated organizational structure and communication plan to deliver
services to the City of Del Mar.

3. Client References:
Provide a minimum of three (3) references from public sector municipalities for
services provided by your firm for each specific service area.
4. Cost and Fee Structure:
Please provide a cost description and fee schedule for services including all
anticipated reimbursement costs.
Submittal Requirements:
Please submit three (3) hard copies of your proposal and one (1) electronic version
on a thumb drive (PDF format preferred). All responses to the RFQ must be received by
5:00 p.m. (PST) on Tuesday, October 15, 2019.

Rights Reserved by the City of Del Mar
The rights reserved by the City include, but are not limited to the following:
o The City reserves the right to select, and subsequently recommend for award the firm
that best meets the needs of the City and budget constraints.
o The City reserves the right to require further documentation or information prior to
entering into an agreement for services.

o The City reserves the right to reject any or all submittals. The City further reserves
the right to waive technicality and formalities in submittals, as well as to accept in
whole or part such submittals where it is deemed in the best interest of the City.
o The City reserves the right to enter into discussions with firms regarding their
qualifications.
o The City reserves the right to rescind its acceptance of a submittal at any time in
the event the scope of services and work products furnished do not meet the service
quality or the firm fails to properly fulfill its service and delivery obligations. All
such determinations shall be made solely at the discretion of the City and shall be
without penalty to the City.
