ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Apperson Drive Bridge Replacement Project, UPC #110574,
Project No.: 0011-129-246, P101, R201, B605 will be received by the City of Salem, at the Purchasing
Office, City of Salem City Hall – 114 N. Broad Street, Salem, Virginia 24153, until 3:00 PM local time on
9/24/2024 at which time the Bids received will be publicly opened and read. Bidders shall submit one
(1) original and one (1) copy of their bid in a sealed envelope clearly marked on the outside with the
company’s name and “Attn: Purchasing Department – ITB #2025-007 – Apperson Drive Bridge
Replacement over the Roanoke River”. Any bids received after the mentioned time and date will be
retained unopened in the procurement file. Faxed or emailed bids will not be accepted. The Project
consists of replacing the existing superstructure, widening the existing substructure, and associated
appurtenances.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis.
The Issuing Office for the Bidding Documents is: City of Salem, Purchasing Department, at 114 North
Broad Street, Salem, VA 24153, Attention: Michelle Braxton, Phone Number (540) 375-3063, Email at
lmbraxton@salemva.gov. Prospective Bidders may request a copy of the Bidding Documents by
contacting the Issuing Office on Mondays through Fridays between the hours of 8:00 AM to 5:00 PM, or
by visiting the City of Salem’s Purchasing Website at: https://salemva.gov/220/Purchasing. Bidding
documents may be downloaded from the designated website. The designated website will be updated
periodically with addenda, reports, and other information relevant to submitting a Bid for the Project.
All official notifications, addenda, and other Bidding Documents will be offered only through the
designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including
addenda, if any, obtained from sources other than the designated website.
The date that the Bidding Documents are transmitted by the Issuing Office will be considered the
prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will
not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or
partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the
Issuing Office.
Bidders must be able to obtain a license as a Contractor in the Commonwealth of Virginia to be awarded
the project. Bids must be accompanied by a bid guarantee as specified in the Instruction to Bidders. The
bidder’s attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia.
Withdrawal of bid due to error shall be in accordance with Title 2.2, Chapter 43 (2.2-4330,
Paragraph B.1) of the Code of Virginia.

A pre-bid conference will be held at 10:00am local time on 8/27/24 at the Council Chambers, located at
City Hall, 114 North Broad Street, Salem, Virginia, 24153. Attendance at the pre-bid conference is highly
encouraged but is not mandatory.
