Added: Aug 18, 2017 2:55 pmThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F6FGAC7166AW01, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-94. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 334290 and the small business size standard is 750 employees. The following commercial items are requested in this solicitation;
CLIN 0001 - ALUMA Model TM 51-20LT trailer or equal with ALUMA Model T-75XHD antenna tower or equal.
This requirement is for a commercial, all weather trailer with a 70-75' extra heavy duty, guyed, telescoping, aluminum tower capable of operation in at least 70 mph winds, and accessories to include outriggers, battery operated DC winch for erecting/stowing, cable guide rings, shore power hookup, large aluminum tool box, spare tire, antenna standoff w/ 6f horizontal separation, grounding kit, cable storage reel, guy/anchor kit, and tower light kit. The trailer shall be capable of being towed by a standard commercial 2 5/16" ball hitch or standard DoD pintle. It shall be capable of supporting and trailering at least 2000lbs of additional equipment and have a leveling jack system allowing for deployment on up to a 5 percent slope. The trailer combination shall comply with all applicable Federal and State Department of Transportation Motor Carrier Safety Regulations, Motor Vehicle Safety Standards, Society of Automotive Engineering Standards, and National Electric Code Regulations. Fabrication and assembly shall adhere to proven practices standard in the industry. The tower shall also comply with industry regulations governing its safe use and application.

All firms must be registered in the System for Award Management (SAM) database @ www.sam.gov prior to submitting quote to be considered for award. Questions should be sent to MSgt Eric M. Hoss at email@example.com by 1:00 PM, EST, on August 25, 2017. Responses to questions will be posted on FBO by 1:00 PM, EST, on September 1, 2017. All quotes must be sent to MSgt Eric M. Hoss at firstname.lastname@example.org. Quotes are required to be received no later than 1:00 PM, EST, on September 8, 2017. Quotes should be on company letterhead, include the company CAGE Code, reference the items outlined in CLIN 0001 with one total price and acknowledge that delivery is 90 days after date of contract (ADC) on the quote, or indicate delivery timeframe required if different than 90 days ADC. All items being offered shall be compliant with the Buy American Act (BAA), and the quote shall acknowledge that all items being offered are BAA compliant. The quote shall include the manufacturer's warranty, and no other terms or conditions other than what is specified in this combined synopsis/solicitation. Quote shall be valid until September 30, 2017. Product specification data (spec. sheets or cut sheets) shall be included with the quote, providing enough information for a determination to be made on the capabilities and adequacy of the products being offered. Shipping shall be free on board (FOB), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to acceptance at the specified destination. Payment will be EFT and payment and invoicing will be through WAWF. Vendor shall be registered in www.wawf.eb.mil prior to submitting quote.

1) The solicitation mentions a shore power hook-up. Typically this means that a generator is to be included. Do you want the contractor to provide a generator and if so, how many KW and I assume diesel? If the generator will be furnished by the Government, again what size so that we can properly size the wiring (30A, 60A, 100A service)?
Response: A generator is not required. The generators which will be used with this unit are 60 KW with 100 Amp connections (MEP806A).
2) How many antennas will be mounted on the tower?

1) Battery operated DC winch for erecting/stowing, 24VDC or 28VDC? Would you want an inverter so you could operate the tower from shore power? Shore power hookup, Do you want the shore power inlet connected to a power distribution panel (in a NEMA enclosure) with breakers and xx number of AC outlets?
Response: Either 24VDC or 28VDC is fine as long as there is a way to manual backup. No invertor required, No shore power inlet needed
2) Antenna standoff w/ 6f horizontal separation, Do you want one 6' standoff for each of the four antenna? It is assumed that all antenna will be at same height on the tower. Is the 6' horizontal separation to be between the centerline of each antenna?
Response: The 2 UHF antennas require 6 ft of horizontal separation (so 3 feet from center of tower each, opposite each other) at all parts when vertically mounted parallel to each other. The VHF does not need separation.
3) Grounding kit, Is this "only" a grounding kit (rod/cable/ground bar), or do you also want a Lightning Kit?
Response: Both are required.
4) Tower light kit. Is this a standard FAA obstruction light (single/double/steady/blinking w controller), or do you want LED work lights?
Response: a standard FAA obstruction light is required.
6) Do you want an 18' trailer deck or a 21' trailer deck?
7) Do you want leaf spring or torsion axle suspension?
Response: - torsion
8) What is your maximum height in transport mode (aka, do you intend to transport the unit on a C-130)?
Response: 98 inch maximum height in transport mode.
9) Do you need any type of electronics cabinet included?

1) The original solicitation required "shore power hook-up" but the submission of the Q&A on 8/29 (under question #1) indicates that no shore power inlet is needed. Please confirm whether the Government requires a shore power connection.
Response: No Shore power hook up required as long as there is a mechanical backup to battery powered winches.

1) Is a galvanized steel tower an acceptable alternative to an aluminum tower if it meets or exceeds all other requirements of the Solicitation?
Response: A galvanized steel tower, or one made by any material other than aluminum, will be acceptable. However, if a tower is being offered which is made by material other than aluminum, the weight of the entire trailer and tower unit must be included with the quote.
