ANNUAL CONTRACT FOR TRANSPORTATION CONSTRUCTION SERVICES $3 MILLION
PROJECT NO. VARIOUS
Sealed bids are hereby solicited for transportation construction work under this annual contract to be
implemented as specific task order projects. Individual task orders issued under this contract will not
exceed $3 million. Each project will involve the construction of specific scope of work depicted on
construction plans of various complexity and may consist of but is not limited to excavation, grading,
storm drainage, milling, asphalt and concrete paving, pavement marking, traffic signals, sanitary
sewer, water mains and service connections, guardrail, fencing, handrails and railings, concrete curb
and gutter, driveway entrances, concrete retaining walls, signage, seeding, mulching, restoration
and other miscellaneous items required for roadways, parking lots, transportation, bus stops, traffic
calming, trails, and pedestrian projects .
The County may enter into contracts with the three (3) lowest bidders. Refer to Section A-22 which
addresses how individual Task Orders will be awarded. This is a unit price Contract under which
multiple Task Orders may be issued. The maximum single Task Order Amount under this Contract is
$3 million. The duration of this Contract is one (1) year (365 calendar days). Fairfax County shall
have the option to extend the Contract for four (4) one-year renewals with contractor concurrence.
FAIRFAX COUNTY’S PREVAILING WAGE ORDINANCE APPLIES TO THIS CONTRACT. REFER
TO CONTRACT SPECIFICATIONS AND https://www.fairfaxcounty.gov/topics/prevailing-wage-
ordinance.
Bids will be received in the office of the Director, Utilities Design and Construction Division, Department
of Public Works and Environmental Services, 12000 Government Center Parkway, Suite 463, Fairfax,
Virginia until 11:00 a.m., prevailing local time, Tuesday, August 23, 2022. Bids received after that
time will not be accepted. Bids will be opened publicly and read aloud at 11:05 a.m., Tuesday,
August 23, 2022, at the Fairfax County Government Center. Attendees who wish to observe this event

All bidders shall comply with Article A-21, Fairfax County Construction Safety Resolution.
Bidder’s request for determination of eligibility to bid must be received by the County no later
than fourteen (14) days before bids are due in accordance to Article A-18.E of Section A,
information For Bidders.

Bidding Documents in the form of electronic files in “pdf” format will be available Thursday, July 21,
2022, and may be obtained by using the Commonwealth of Virginia electronic procurement portal at
www.eVA.virginia.gov. Solicitation information will also be available online at the following Fairfax
County website:

All questions concerning the project shall be submitted in writing to the Director, Utilities Design &
Construction Division, Department of Public Works and Environmental Services, 12000 Government
Center Parkway, Suite 463, Fairfax, VA 22035-0056, or by emailing
DPWESCAPUDCDTransportationInquiry@fairfaxcounty.gov,and to be given consideration, must be
received at least seven (7) days prior to the date fixed for the opening of the bids. This office is the
only point where information will be disseminated.
Bid Security must accompany each proposal in accordance with Information for Bidders. No bid may
be withdrawn for a period of sixty (60) days after the opening thereof.
The procedure specified under Section 2.2-4330(A) (i), VA Code Ann. shall apply: “… the bidder
shall give notice in writing of his claim of right to withdraw his bid within two (2) business days after
the conclusion of the bid opening procedure; . . .”.
The Board of Supervisors of Fairfax County, Virginia reserves the right to reject any and all bids,
waive informalities and irregularities in bidding and to accept bids which are considered to be in the
best interest of the County.
