Animal Care Services New Veterinary Hospital and Master Planning

The pre-solicitation briefing will cover the estimated contract value, projected timeline, high profile designation, scope of work, terms of the contract, proposed scoring criteria, evaluation committee members, project considerations, local preference program applicability, veteran-owned small business preference program applicability and SBEDA Program requirements. The Public Works Department with support from the Animal Care Services Department (ACS) is seeking Master planning and Architectural Design Qualifications for the master planning of the ACS campus and the design of a new Veterinary Hospital to be located at their existing campus at 4710 Highway 151 in San Antonio, TX. The current ACS campus was constructed in 2007 primarily for the purpose of helping to manage the community’s stray animal population and provide services to citizens who could not otherwise afford animal care services. The campus is comprised of eleven buildings including housing administrative offices, treatment and holding facilities, operating rooms, and other support services. The size, capacity and functionality of the existing animal care services clinic is not adequate for treating an expanding population of injured, curable animals. The additional space required to treat and house animals with curable conditions is necessary to alleviate a stressed clinic operating four to five times the intended spay/neutering surgery capacity. A site for the new hospital building must be identified within the campus that will facilitate new visitor access requirements, identify present functional and adjacency deficiencies, and accommodate future growth. Design services should also include master planning of the ACS campus.
