Large Force Shaker System (LFSS)

1) W900KK-17-R-0063 is issued as a Request for Proposal (RFP).

2) This
is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The procedures authorized within FAR Subpart 13.5 will be utilized within this solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.

4) This acquisition is being conducted as a full and open competition under NAICS code 334519, Other Measuring and Controlling Device Manufacturing.

5) Contract Line Item Numbers (CLINS):

0001 - Site Survey White Sand Missile Range - Firm Fixed Price (FFP)

0002 - Large Force Shaker System - Firm Fixed Price (FFP)

0003 - Large Force Shaker System - Firm Fixed Price (FFP) (OPTION)

0004 - CDRLs - Not Separately Priced

6) Description and requirements are outlined in the attached Statement of Work and Performance Specification.

7) Delivery of the Large Force Shaker System shall be due 18 months from the date of contract award or from the date of option exercise, as applicable. Acceptance will be FOB Destination.

8) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. In addition to the instruction in this clause, Offeror's must submit the following proposal content:

Statement of Compliance: The offer shall include a statement indicating complete compliance with the solicitation, or detailed analysis of any objections, exceptions, contingencies, or additions. Any objection, exception, contingency, or addition shall be cross-referenced to the applicable solicitation paragraph(s).

Technical: In accordance with 52.212-1(b)(4), the Offeror shall provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. In addition, the Offeror shall provide a Technical Compliance Matrix which cross references the offeror's proposed solution with the applicable SOW paragraphs and Performance Specifications (PS). The Offeror is not required to detail how they plan to meet all requirements within the SOW and PS, but is required to meet them.

Past Performance: In accordance with 52.212-1(b)(10), the Offeror shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information) where the Offeror has previously provided the same or similar BSDCs. This section shall contain; model number, quantity sold, delivery schedule of previous contracts, and other relevant information related to delivery.

Price: Offeror's shall provide completed pricing for CLINS 0001 and 0004.

Page Count: Proposals shall not exceed 20 total pages. Cover page, Technical Compliance Matrix, standard commercial product literature, completed provisions and clauses, and any associated acronym lists will NOT count towards the 20 page limit.

9) The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition as modified below:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. IAW, FAR 13.103(a)(2) and 13.5, this solicitation is not required to state the relative importance assigned to each evaluation factor.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

10) Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer.

11) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.

12) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial Items (Deviation 2013-o0019) (Jan 2017), applies to this acquisition - including the following additional FAR clauses cited in the clause are applicable. Defense Priorities and Allocations System (DPAS) does not apply to this effort.

15) Responses to this solicitation shall be submitted electronically to the contacts listed in Paragraph 16 below by 12:00 PM EST, 11 September 2017. Questions regarding this solicitation shall be submitted by e-mail with the solicitation number in the subject line. The Government reserves the right to request additional information after receipt of Offeror's response to the RFP. The proposal shall be valid for not less than 30 calendar days from the proposal due date.

***Amendment One Note: Due to the unforseen consequences of Hurricane Irma, Government offices were forced to be closed from September 8th through September 17th. During this period, multiple contractors submitted inquiries regarding their proposal submissions, prior to the original due date of September 11th. As these inquiries were unable to be addressed timely, this amendment is being posted to extend the due date of the RFP through September 26th.***
