GENERAL PROVISIONS
This project shall be completed in accordance with the City of Davenport Standard Specifications for
Public Improvements except as modified by these Special Provisions. These Special Provisions
incorporate elements of the Federal Aviation Administration (FAA) Advisory Circulars. The FAA
Specifications shall govern this work except where modifications are made. When the requirements of
any of the FAA Specification differ or conflict with the modifications, or the plans, the modification or
plans shall govern. Any questions, which may arise because of such conflict, shall be submitted to the
Project Manager for clarification. In the event of any conflict between these Special Provisions and any
other Specifications, Regulations, Proposal Forms, and/or Instructions to Bidders, these Special
Provisions shall govern, and the Project Manager shall be the final authority.
BIDS DUE
The City of Davenport uses an electronic bidding system. You must be registered as a supplier to submit
your bid. This is a one-time no-fee registration. If you haven’t already done so, go to:
https://davenport.ionwave.net and click on Supplier Registration. We recommend that you do this early.
It is not difficult, but it does take a little time.
Once you are registered you can start building your bid and attaching documents in the system. The
system will save your work.
Bids are due no later than June 17, 2020 @ 10:00 AM CT. The system will not accept late bids. No
paper, emailed or faxed bids will be accepted.
INQUIRIES
All inquiries must be submitted to the Purchasing Division via email at: purchasing@davenportiowa.com
Questions should be issued no later than June 10, 2020 @ 3:00 PM CT. All questions will be answered
in the form of an addendum no later than June 11, 2020 @ 3:00 PM CT. The addenda will be posted
with the bid documents in the ebidding system.
Be advised that any conversation (in reference to this Bid/RFP) between bidders and any City employee,
City official or City Project Manager, outside of the Purchasing Division, during the entire competitive
bidding process is strictly prohibited. Such actions will result in removal of the vendor from the bidder’s
list and rejection of the vendor’s bid. The ONLY official position of the City is that position which is
stated in writing and issued by the Purchasing Division. No other means of communication, whether
written or oral, shall be construed as a formal or official response statement.
SITE VISITS
A pre-bid meeting will be held on June 5, 2020 @ 9:00 AM CT. We will meet at the Airport
Maintenance Building. All contractors intending to submit a bid are encouraged to have a
representative in attendance.
Due to the current COVID-19 and the requirements for Social Distancing, the Pre-Bid Meeting will be
held outside of the project building. Please bring the minimum number of staff required for this project
meeting and be prepared to exercise the proper Social Distancing during the meeting. Only 2 - 3 people

2. SCOPE OF WORK, BIDDING, AND SCHEDULING

GENERAL CONDITIONS
The purposed improvements consist of the repair of the exterior of the airport’s maintenance building
located at 9090 Harrison Street at the Davenport Municipal Airport. This project will address the
repair of this 1940's era building. This building is still outfitted with the original exterior personnel
doors and single pane glass windows, both of which leak excessively and are the cause of
operationally prohibitive heating and cooling costs associated with this building. Additionally, much
of the exterior brick mortar joints have been damanged and are in dire need of repair.
This project shall consist of the following:
repairs to the waterproof roof membrane and all associated hardware, fittings, and flashings
the removal and replacement of seven (7) clear vision exterior windows
the removal and replacement of one (1) steel personnel door to include all associated
hardware
the replacement of 4 overhead garage door lower seals
the pressure washing of the entire building
the repainting of all door and window trims
As add-on alternates, this project shall incorporate as budget funding allows
the removal and replacement (tuck pointing) of damaged brick mortar
installation of three (3) security lights
the installation of one (1) overhead garage door opener
the repair of the one (1) interior bathroom
Some, all, or none of the Add Alt items shall be added to the contract contingent on available funding.
The award will be to the lowest responsive and responsible bidder with the Base Bid, plus any add-on
alternates that can be done and still stay within the City’s budget.
The Contractor shall be responsible to confirm all measurements listed in this document prior to the
ordering and/or installation of any item.
Shop drawings and product submittals shall be submitted to the Project Manager for review prior to
ordering equipment and/or materials.
The Contractor shall be responsible for the proper sequencing of work assigned to prevent current
project tasks from damaging or destroying previous completed project tasks.
The contractor shall have sixty (60) calendar day from the issuance of the Notice To Proceed to
complete all project items. All work on this project shall be completed during daylight hours.
Bids shall be submitted as follows:
BID ITEM 1: ROOF REPAIR:
(Lump Sum)
Bid price shall be per lump sum and shall include all labor, equipment, and materials necessary
for the repair of the building roof membrane. The building roof surface measures approximately
70’x30’. This bid item shall include, at a minimum, (1) the removal of the ballast stone covering
from around all drains, pipes, scuppers, hatches, and splices; (2) the cleaning of the exposed
membrane of all dirt with a solvent cleaner; (3) the patching of splits in the flashing of all roof
drains; (4) the overlay and patching of any open splices at the perimeter angle changes; (5)
removal of loose, cracked or unsuitable sealant at perimeter termination bar; (6) installation of
new fasteners as needed to secure termination bar; (7) resealing of the top edge of termination bar
as needed. This bid item shall also include a one (1) year warranty protecting against defects in
material, repairs, installation, and protection against water leaks of any kind.

BID ITEM 2: REPLACE FIVE (5) EXTERIOR WINDOWS 6-Pane 84x50:
(Each)
Bid price shall be per each and shall include all labor, equipment, and materials necessary to
carefully remove and dispose of five (5) clear-vision windows measuring approximately 84”x50”
(See Exhibits 3 and 4). This bid item shall also include all labor, equipment, and materials
necessary to install 5 (five) clear vision industrial grade windows measuring approximately
84”x50” with Low-E glass installed. The five (5) clear vision windows to be installed shall be six
(6) pane (4 upper panes and 2 lower panes) with the two (2) lower panes independently openable
in an outward awning fashion. Each of the two (2) lower panes shall contain a separate locking
mechanism similar to Exhibit 5. Contractor shall provide shop drawings to the Project Manager
prior to ordering any materials. Once installed, any air space surrounding the interior perimeter
of the window frame shall be filled with fiberglass insulation batting or similar material to
prevent the infiltration of exterior air.
BID ITEM 3: REPLACE ONE (1) EXTERIOR WINDOW 2-Pane 41x34:
(Each)
Bid price shall be per each and shall include all labor, equipment, and materials necessary to
carefully remove and dispose of one (1) clear-vision window measuring approximately 41” x 34”
(See Exhibit 1). This bid item shall also include all labor, equipment, and materials necessary to
install one (1) clear vision industrial grade window measuring approximately 41” x 34” with
Low-E glass installed. The one (1) clear vision window to be installed shall be two (2) pane (1
upper pane and 1 lower pane) with the one (1) lower pane independently openable in an outward
awning fashion. The lower pane shall contain a separate locking mechanism similar to Exhibit 5.
Contractor shall provide shop drawings to the Project Manager prior to ordering any materials.
Once installed, any air space surrounding the interior perimeter of the window frame shall be
filled with fiberglass insulation batting or similar material to prevent the infiltration of exterior
air.
BID ITEM 4: REPLACE ONE (1) EXTERIOR WINDOW 9-Pane 128x50:
(Each)
Bid price shall be per each and shall include all labor, equipment, and materials necessary to
carefully remove and dispose of one (1) clear-vision window measuring approximately 128” x
50” (See Exhibit 2). This bid item shall also include all labor, equipment, and materials
necessary to install one (1) clear vision industrial grade window measuring approximately 128” x
50” with Low-E glass installed. This one (1) clear vision window to be installed shall be nine (9)
pane (3 upper panes, 3 middle panes, and 3 lower panes) with the three (3) lower panes
independently openable in an outward awning fashion. Each of the three (3) lower panes shall
contain a separate locking mechanism similar to Exhibit 5. Contractor shall provide shop
drawings to the Project Manager prior to ordering any materials. Once installed, any air space
surrounding the interior perimeter of the window frame shall be filled with fiberglass insulation
batting or similar material to prevent the infiltration of exterior air.
BID ITEM 5: REPLACE ONE (1) LOCKING EXTERIOR WALK-THRU PERSONNEL
DOOR WITH DEADBOLT SOUTHWEST WALL:
(Each):
Bid price shall be per each and shall include all labor, equipment, and materials necessary to
remove and dispose of one (1) steel walk-thru exterior doors measuring approximately 40” x 87”
(See Exhibit 2). This bid item shall also include all labor, equipment, and materials to install one
(1) replacement industrial grade steel walk-thru exterior door measuring approximately 40” x

87”. When installed, this door shall open outward with a right hand swing. The replacement
door installation shall include all door frames (painted), door (painted), commercial grade hinges,
commercial grade locking door knobs, commercial grade single cylinder deadbolt locking device,
weather seal sets, thresholds, and sweeps. The door knob locking system and the deadbolt lock
shall be keyed so as to use the same key for each. This item shall also include installation of a
steel rain cap installed over the entire door system and shall be painted the same color as the door.
Once installed, any air gap existing around the perimeter of the door frame shall be filled with
fiberglass batting or similar insulation material to prevent exterior air infiltration.
BID ITEM 6: REPLACE FOUR (4) EXTERIOR COMMERCIAL SECTIONAL OVERHEAD
DOOR LOWER SEALS NORTHWEST WALL:
(Each):
Bid price shall be per each and shall include all labor, equipment, and materials necessary to
remove four (4) steel overhead exterior door lower seals (See Exhibit 1). This bid item shall also
include all labor, equipment, and materials necessary to install four (4) replacement industrial
grade commercial sectional steel overhead exterior door lower seals measuring approximately
120” x 2”. The replacement seals shall be a commercial grade rubber or neoprene seal similar to
Exhibit 6, that when installed with the door closed shall prevent any air and/or water from
penetrating through from the exterior to the interior of the building.
BID ITEM 7: REMOVE ABANDONED ELECTRICAL FIXTURES, WIRING, AND
CONDUIT
(Lump Sum):
Bid price shall be per lump sum and shall include all labor, equipment, and materials necessary to
remove all abandoned electrical fixtures, wiring, and conduit from the exterior of the building.
These items include:
the removal of the light fixture and the associated electrical wiring located over the Bay 2
door on the northwest wall
the removal of the porch light fixture and associated electrical wiring adjacent to the main
personnel door on the northwest wall
the removal of the telephone jack and wire located under the window on the southwest
wall
the removal of the abandoned electrical conduit junction between the window and the
personnel door on the southwest wall
the abandoned electrical conduit running up the exhaust chimney on the southeast wall
If tuck pointing is selected, these items shall be removed prior to any tuck pointing operation. If
tuck pointing is not selected, these items shall be removed and an industrial grade latex sealant shall
be used to cover and/or fill any openings left in the brick surface.
BID ITEM 8: PRESSURE WASH BUILDING EXTERIOR:
(Lump Sum):
Bid price shall be per lump sum and shall include all labor, equipment, and materials necessary to
power wash the entire building exterior surfaces to remove all dirt, grime, and loose paint in
preparation for new paint application. Water from the washing operation shall be filtered in an
acceptable manner before being allowed to drain out to grassy areas. Use of filtering material
such as small diameter compost socks (wattles) or other devices designed for the work shall be
utilized for this operation and shall be included in the cost. Paint particles shall be swept or
vacuumed up and properly disposed of. Filtering material that catches such particles shall also be
properly disposed of. This bid item shall be completed only after any tuck pointing repairs are
complete, if tuck pointing selected.
