TYPE OF CONTRACT AND NAICS:
One solicitation is being issued to include both the Suite -1 - Unrestricted Regions and Suite - 2 Restricted Regions. Offerors SHALL provide the Suite and Region that their proposal represents. Suite 2 - Restricted Regions is limited to businesses that are registered in the System for Award Management (SAM) as "Small" using NAICS Code 562119, which has a size standard of $38.5M.
VIRTUAL PRE-PROPOSAL CONFERENCE:
The Government intends to host a virtual pre-proposal conference. The pre-proposal conference date and registration information will be provided via www.fbo.gov at a later date. The conference will last approximately one (1) hour. The Virtual Pre-Proposal Discussion will be held at U.S. Army Corps of Engineers, Rock Island District, Rock Island, IL, and online using Web-Ex. The agenda will consist of an overview of the scope of work; planned acquisition strategy approach; small business tips and best practices; and a question and answer (Q&A) session. Interested contractors will need to pre-register for the pre-proposal conference.
The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation.
Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
To ensure nation-wide emergency preparedness and response, the Federal Emergency Management Agency (FEMA) delegated the U.S. Army Corps of Engineers (USACE) Emergency Support Function (ESF) #3, Public Works and Engineering. To execute the ESF #3, USACE implemented the Advance Contract Initiative (ACI) which includes contracts for Debris Management Services (DMS). The Rock Island District (MVR) Contracting Office has been assigned lead for executing the re-compete ACI RCDMS. In support of this mission, this acquisition strategy proposes award of 20 Indefinite Delivery, Indefinite Quantity (IDIQ) Single Award Task Order Contracts (SATOCs) with a total capacity of $4.9B.
USACE defines debris as materials originating from the effects of any natural or man-made catastrophe or major disaster. Materials included are of both man-made and natural origins, and may include hazardous/toxic/radiological wastes (HTRW). Man-made debris, construction and demolition (C&D) materials includes, but are not limited to, lumber, concrete, asphalt, masonry, metals, and plastics. Debris of natural origins includes, but are not limited to, all vegetative debris (grass, shrubs, stumps, and trees), slide materials (clay, sand, gravel, rock, residual solids), and earth collected with the debris while loading trucks.
Contractors will be required to provide both pre-event planning and post event activities. The pre-event planning will enable the contractor's Planning Team to serve in an advisory capacity to provide technical assistance which may include evaluation of the disaster area, estimation of debris volumes, locating debris storage, and determining resources required. Having a primary contractor engaged during pre-event planning allows the Government and the contractor the opportunity to conduct preparedness and planning exercise. It also provides the quickest response after an event, especially to an event with no advance warning. The post-event activities will enable USACE to provide contractor services for debris removal, reduction, and disposal within 24 hours of receiving a mission assignment.
