RFIs
4) We have the following questions/comments for the bid as it relates to helical piles as an
alternate requirement to use helical piles instead of driven steel piles:
- What is the specific helical configuration for the specified helical pile design?
a. The helical configuration will be the same as the configuration for the ductile iron
pipes, as long as they have the same capacity.
- What is the shaft size for the lead sections and extensions for the specified helical
pile design?
a. Size to be provided by helical pile company based on the loads provided by LEA.
- The loads given are allowable loads or ultimate loads?
a. Allowable loads.
- Will the total number of piles be the same if helical piles are used in lieu of driven
steel?
a. The total number of piles will be the same as long as the helical piles can be
provided with the same capacity as the ductile iron pipes.
- Will a compression and/or lateral load test be required for this project?
a. A compression/lateral load is not required.
5) L-1.0: Please confirm that the playground equipment is provided (furnished and
installed) by others.
a. Correct. Playground equipment will be furnished and installed by others. The
playscape equipment contractor will be responsible for equipment footings.
6) L-1.0: Please provide detailed layout for the Pavement Graphics – Playscape for pricing.
a. Templates for pavement graphics will be provided by the playscape equipment
contractor once the final graphic design is approved.
7) Specification 321816.13 Playground Protective Surfacing: detail B/1.3 on L-1.2, calls out
Vitriturf, which is not in the specification. Please provide manufacturer’s specification
and installation guide and/or alternate acceptable manufacturers.
a. Vitriturf is the basis of design manufacturer. Acceptable alternate manufacturer:

8) Contract Article 69.b references Davis-Bacon Prevailing Wage Rates. Please confirm that
the contract is only subject to the CT DOL Prevailing Wage Rates (ID# 21-21172)
provided by the Owner in the Bid Documents and is NOT subject to Davis Bacon
Prevailing Wage Rates.
a. Confirmed, project is subject only to CT DOL Prevailing Wage Rates.
9) Please confirm that the Owner will remove all the storage items, furniture, and
materials from the work area before the project begins.
a. Confirmed.
10) Please confirm that the Owner is carrying Builder’s Risk Policy.
i. If Builder’s Risk (All Risk) Policy is to be provided by the Contractor,
please immediately clarify/provide all pertinent information so that
bidder’s can include the policy cost.
a. Confirmed, the City will carry Builders Risk Policy.
11) Specification, part 2, 2.2 calls out a Bullet Resistant Transaction Window. Please confirm
that this is window mark #4 (A8.3) at the check-in vestibule shown in detail 3/A5.3.
a. Refer to RFI #1 response issued as part of addendum #1.
12) Can you please provide clarification on the window treatments? There is a discrepancy
between the specs and finish schedule/drawings. The specs call for window treatments
at exterior windows and interior doors. The finish schedule indicates some rooms get
shades at exterior windows and interior windows (which may also include doors – but
that is just a guess), however there is no door schedule provided. This means we do not
know which doors have glass and the size of the shade required. Can you please provide
clarification on that?
a. Window treatments shall be provided at exterior windows and interior doors with
windows as scheduled on drawing A12.0. Refer to drawing A8.1 for door
elevations. Refer to specification section 080600 for door schedule.
13) There is mention of liquidated damages if the project is not completed on time. Please
provide the amount that will be.
a. Although the City has not assigned a dollar value for liquidated damages, the City
reserves the right to charge the Contractor for actual damages that result from
the failure to complete the project in the time required by the Information for
Bidders Article11 “Time Limit”. This pertains to Articles 14, 58, 60 and 61 of the
Contract.
14) ACT: There is a spec section for a C2 but not the C4. Please provide a spec for the C4.
a. Provide ceiling C-2 in rooms 109, 115A, 116A, 118A, 119, 122A, 125A, 126A, 213
and 214.
15) Is there a detail available for the 4 cantilever canopies?
a. Refer to detail 2/S.2 for structural detail associated with canopies. Refer to
specification section 133423 for canopy information.
16) Phase 2 is comprised of moveable furniture and equipment delivery and installation.
Which items from these 2 sections are in the base bid?
a. Phase 2 is not part of the base bid for Phase 1.
17) Where are the snow guards located?
a. Refer to drawing A2.1, detail 21/A2.3, and specification section 077253.
18) There does not seem to be any specifications for the playground equipment. It is
referenced on the Landscape Drawing L-1.0 and L1.2.

a. Playscape equipment is not part of this bid. Layout is shown for reference for
coordination with playground surfacing and underground utility coordination.
19) Please advise if the “Certification of Subcontractor Regarding Equal Employment
Opportunity” form EF-2 can be submitted after bid opening. It will be difficult to collect
this form from Subcontractors that will be utilized at the time of bid.
a. We do not understand why collecting this form would be difficult to submit with
bid proposals. If this form is not provided with bids, it must be provided prior to
execution of a contract.
20) The summary shows the play equipment and the ground surfacing is in Phase 3. Is the
ground surfacing to be removed from Alternate #2.
a. No. Provide pricing for ground surfacing as an add alternate as indicated in the
contract documents.
Clarifications:
1) Additional window removal – Refer to sketches SKA-1 and SKA-2 for additional window to
be removed and new wall infill in room 207.
