WEB BASED CONSTRUCTION DOCUMENT MANAGEMENT
PART 1 GENERAL
A. Section includes:
1. Requirements for web-based construction document management.
A. Owner, Engineer, and Contractor shall utilize e-Builder. For submission of all data
and documents (unless specified otherwise in this Section) throughout the duration
of the Contract.
1. e-Builder is a web-based electronic media site.
2. e-Builder is available to all Contractor’s personnel, subcontractor personnel,
suppliers, consultants, Owner, and Engineer at no cost.
3. The joint use of this system is to facilitate electronic exchange of information,
automation of key processes, and overall management of Contract

1.03 USER ACCESS LIMITATIONS
A. Provide a list of Contractor's key e-Builder personnel for the Engineer’s acceptance.
The Engineer reserves the right to perform a security check on all potential users.
The Contractor will be allowed to add additional personnel and subcontractors to e-
B. The Engineer will grant initial access to e-Builder by creating user profiles to
accepted Contractor personnel. User profiles will define levels of access into the
system; determine assigned function-based authorizations and user privileges.
Subcontractors and suppliers may be given access to e-Builder by and through the
Contractor. Contractor is responsible for adding and removing users from the
system after the initial setup by the Engineer.
1.04 JOINT OWNERSHIP OF DATA
A. Data entered in a collaborative mode (entered with the intent to share as
determined by permissions and workflows within the e-Builder system) by Engineer
and Contractor will be jointly owned.
1.05 AUTOMATED SYSTEM NOTIFICATION AND AUDIT LOG TRACKING
A. Review comments made (or lack thereof) by Owner on Contractor submitted
documentation shall not relieve Contractor from compliance with requirements of
the Contract Documents. Contractor is responsible for managing, tracking, and
documenting the Work to comply with the requirements of the Contract Documents.
Owner’s acceptance via automated system notifications or audit logs extends only
to the face value of the submitted documentation and does not constitute validation
of the Contractor's submitted information.
1.06 COMPUTER REQUIREMENTS
A. Contractor shall use computer hardware and software that meets the requirements
of the e-Builder system as recommended by e-Builder to access and utilize e-
Builder. As recommendations are modified by e-Builder, Contractor shall upgrade
their system(s) to meet or exceed the recommendations. Upgrading of Contractor's
computer systems will not be justification for a cost or time modification to the
B. Contractor shall ensure that connectivity to the e-Builder system is accomplished
through DSL, cable, T-1 or wireless communications systems. The minimum
bandwidth requirements for using the system is 128 kb/s. It is recommended a
faster connection be used when uploading pictures and files into the system.
C. e-Builder supports the current and prior 2 major versions of Chrome, Mozilla's
Firefox, Microsoft’s Internet Explorer and Apple’s Safari on a rolling basis.
1. Each time a new version of one of these browsers is released, e-Builder will
begin supporting the update and stop supporting the fourth-oldest version.
1.07 CONTRACTOR RESPONSIBILITY
A. Contractor shall be responsible for the validity of their information placed in
e-Builder and for the abilities of their personnel.
B. Entry of information exchanged and transferred between the Contractor and its
subcontractors and suppliers on e-Builder shall be the responsibility of the
C. Accepted users shall be knowledgeable in the use of computers, including Internet
Browsers, email programs, cad drawing applications, and Adobe Portable
Document Format (PDF) document distribution program.
D. Contractor shall utilize the existing forms in e-Builder to the maximum extent
possible. If a form does not exist in e-Builder the Contractor must include a form of
their own or provided by Engineer as an attachment to a submittal.
E. Adobe PDF documents will be created through electronic conversion rather than
optically scanned whenever possible. Contractor is responsible for the training of
their personnel in the use of e-Builder (outside what is provided by Owner) and the
other programs indicated above as needed.
A. The Owner will provide basic training on FKAA’s preferred use of e-Builder. Other
web based training exists which is accessible through the e-Builder site.
B. Contractor shall arrange and pay for the facilities and hardware/software required to
facilitate Contractor’s training.
PART 2 EXECUTION
2.01 E-BUILDER UTILIZATION
A. e-Builder shall be utilized in connection with all document and information
management required by these Contract Documents.
A. Use e-Builder for submittals.
B. Content: As specified in Section 01300 - Submittal Procedures.
C. Format: As specified in Section 01300 - Submittal Procedures.
D. Submit Portable Document Format (PDF) documents to the e-Builder submittal work
flow process and forms.
1. Consolidate electronic format submittals with multiples pages into a single file.
E. Hardcopy submittals:
1. Contractor shall provide 2 hard copies of submittals within 14 days of the
Submittal being closed.
2. Hardcopy requirements as specified in Section 01300 - Submittal Procedures.
1. Contractor shall enter submittal data information into e-Builder.
2. Attach a copy of the submittal form(s) to the sample.
G. Record And Closeout Submittals:
1. Operation and maintenance data as specified in Section 01800 - Operation
and Maintenance Data.
2. Extra materials, spare parts, etc.
2.03 REQUESTS FOR INFORMATION/INTERPRETATION (RFI)
A. Use e-Builder for RFIs.
2.04 OFFICIAL CORRESPONDENCE
A. Use e-Builder for memos, notices, change proposals, or any official
2.05 INSPECTION REQUESTS
A. Use e-Builder to request inspection for a portion of Work that is ready for inspection
and prior to covering up the Work.
2.06 FINANCIAL SUBMITTALS
A. Use e-Builder for financial submittals as specified in Section 01300 - Submittal
