Description:

The purpose of this Request for Information (RFI), is to request information from interested parties for an Adaptive Online English and Language Arts Program for grades Kindergarten through Twelve that will enable Williamsburg-James City Public Schools staff to analyze English Language Arts student instructional level, provide recommendations for student extension and intervention, and provide student progress and growth data. The program should include differentiated station practice for all (Tier 1) and an intervention focus for some students (Tier 2 and Tier 3). In addition, the program should allow secure and easy access to data and reports at the teacher, school, and division level. The software solution must have the capability to be enhanced and upgraded to meet the demands of the school system.

Interested parties are invited to respond to this RFI by submitting a response to WJCC. Responses should include ideas, information and recommendations that could result in a clarification of the requirements, cost-saving opportunities, and the identification of problem areas with this initiative.

I. PURPOSE
James City County, Virginia (“the County”), on behalf of Williamsburg-James City County
Public Schools (WJCC), is requesting information from interested parties for an Adaptive Online
English and Language Arts Program for grades Kindergarten through Twelve to provide a
meaningful tool to support learning outcomes of all students. The purpose of issuing this Request
for Information (“RFI”) is to:
a) determine the level of market interest;
b) obtain information on potential new technologies or approaches;
c) obtain recommendations that would enhance the success of a future
procurement opportunity for this project;
d) obtain high-level cost estimates for planning and budget purposes; and
e) provide the industry with an opportunity to comment on the potential
procurement opportunity.
II. BACKGROUND
James City County is soliciting information for a program that will enable Williamsburg-James City
Public Schools staff to analyze English Language Arts student instructional level, provide
recommendations for student extension and intervention, and provide student progress and growth
data. The program should include differentiated station practice for all (Tier 1) and an intervention
focus for some students (Tier 2 and Tier 3). In addition, the program should allow secure and easy
access to data and reports at the teacher, school, and division level. The software solution must have
the capability to be enhanced and upgraded to meet the demands of the school system.
The Adaptive Online English Language Arts Program solution should be designed for identification
of student writing and reading levels to include low writing and reading scoring of general
education students, special education students, and English Language Learners. This program
should provide research-based, systematic, explicit instruction to capture the students’ interest and
teach them essential skills and strategies to accelerate learning in word recognition, language
comprehension, and skilled reading. The program must provide the following, at a minimum:
Research-based, explicit, systematic assessment in language arts and reading comprehension
concepts, critical thinking skills, problem solving, and vocabulary based on the following
strands and demonstrated evidence of effectiveness in measuring student writing and reading
proficiency and growth:
o Phonological Awareness
o Decoding
o Sight Word Recognition
o Word Origins, Semantics, Vocabulary Acquisition
o Comprehension of Literary/Fictional Texts
o Comprehension of Nonfiction Texts
o Word analysis strategies
o Research, plan, compose, and revise for a variety of purposes (composing/written
expression)
o Edit for correct use of language, capitalization, punctuation, and spelling
(usage/mechanics)
The program would be used on a regular basis throughout the school year to engage students in
instruction, guided practice, independent practice, and assessment of growth. Curriculum based
measurements will be used as continuous formative assessment of each student’s performance on
regular intervals as needed. Interested parties shall offer a program that will encompass the
collection of data and the ability to provide disaggregation of that data, allow secure and easy access
to data and reports at the teacher, school, parent, and division level. In addition, the solution shall
provide comprehensive training and ongoing support to staff on all aspects of the assessment,
results, and reporting product.
Williamsburg-James City County Schools is soliciting information for a software solution that
will meet the following basic requirements in an efficient and effective manner:
Students shall be independently engaged in online format.
Should export information to CSV file type format.
Content shall be easy to administer.
Should be able to be used on a regular basis.
Should integrate Virginia SOL data or other existing division assessments (i.e. NWEA MAP)
for a baseline.
Should have a diagnostic or baseline assessment when current MAP or SOL data is not
available.
Shall be able to report growth over time.
Shall provide a Parent Report.
Must have valid and reliable items that best assess student understanding of skills and content.
There should be an audio format.
There should be a variety of questions such as multiple-choice, technology enhanced items,
and short answer formatted type questions.
There should be Spanish audio available for our English Learning students.
The online activities must be aligned, by content, cognitive level, format, and vocabulary with
the most recent Virginia’s Standards of Learning (SOL) and report on student attainment of
those learning standards.
The electronic layout must be user-friendly.
Administration directions must be explicit and understandable for K - 12 students.
The program will provide reading grade level equivalency for each student.
The program will diagnose areas of student strength and weakness in writing and reading.
III. RESPONSES
Interested parties are invited to respond to this RFI by submitting a response to WJCC.
Responses should include ideas, information and recommendations that could result in a
clarification of the requirements, cost-saving opportunities, and the identification of problem
areas with this initiative.
Any qualified firm interested in providing services should prepare information in compliance
with the specifications described in this RFI. Respondents should include in their responses
detail concerning their product availability containing all/some or none of the following:
1. Features demonstrating accessibility across various platforms; (mobile devices iOS and
Android, laptop, etc.),
2. Demonstrate functionality that you feel is unique to your solution.
3. Opportunities, if any, for system demonstrations during a 1-2 hour session.
4. Peripheral hardware and software that enhances your software
5. Items that WJCC should consider during this process.
6. Provide names of localities that use the product.
Respondents are requested to provide a concise and focused response to this RFI. Responses are
requested in the following format:
a) Brief company profile.
b) Name of a key contact person, including telephone number, fax number and email
address.
c) Best estimated price range to provide software and services.
d) Time frame to install and implement.
e) Other information specific to the nature of this RFI and deemed important by the
respondent.
In the event that sufficient information is received, the School Division may, but is not required
to, issue a competitive solicitation. This RFI is not a competitive solicitation and no contract
award shall result. This RFI will not be used to evaluate, rank or select vendors, nor will it be
used to pre- qualify or screen vendors for a subsequent competitive solicitation process, if any. If
a subsequent competitive solicitation is issued, the County is under no obligation to advise any
firm responding to this RFI. Vendors are advised to monitor the County’s website
(www.jamescitycountyva.gov) for any such opportunities, which will be open to all vendors
regardless of whether or not a response to this RFI has been submitted.
The County will not pay for the preparation of any information submitted or for use of that
information. The County reserves the right to utilize any information submitted in its best interest
without any obligation, liability, or consideration on the part of the County.
Ownership of all data, materials and documentation originated and prepared for the County
pursuant to this RFI shall belong exclusively to the County and be subject to public inspection in
accordance with the Virginia Freedom of Information Act. Trade secrets or proprietary
information submitted by a firm shall not be publicly disclosed under the Virginia Freedom of
Information Act; however, the firm shall invoke the protection of this section prior to or upon
submission of the data or other materials and must identify the data or other materials to be
protected and state the reasons why protection is necessary. Disposition of the proprietary
materials after the RFIs are reviewed should be stated by the firm. Firms should indicate on the
Cover Sheet the portions of their response that are proprietary and return the signed Cover Sheet
with their submission. Please list the page number(s) and reason(s).
