Active Transportation Plan Local Government Commission

June Lake, CA

Local Government Commission (LGC), in partnership with the Mono County Local Transportation Commission (LTC), is seeking a transportation planning/engineering consultant (or team of consultants) with expertise in active transportation and designing for bicycle and pedestrian safety to prepare a community-driven active transportation plan for June Lake that reduces vehicle miles traveled, GHG emissions, and improves safety for all modes of travel. The selected consultant team will engage residents and businesses in the June Lake area of Mono County to develop an Active Transportation Plan to improve facilities for pedestrians and bicyclists traveling along State Route 158. This consultant will be partnering with the nonprofit Local Government Commission and Mono County LTC to conduct a multi-day participatory planning design charrette to engage community and agency members. The Plan will establish community consensus, identify priority areas for pedestrian/bicycle improvements, recommend specific projects, identify opportunities to connect with regional and local planning projects (e.g. Down Canyon Trail Project), and establish priorities and cost estimates for future implementation projects. Emphasis will be placed on connections to businesses and recreational areas to improve commuting and visitor services.

This project is funded through a Caltrans Sustainable Transportation Planning Grant awarded to Mono County with the Local Government Commission as a sub-applicant. LGC will assist with project management and implementation, and conduct outreach to residents and stakeholders to ensure robust community engagement and input.

The selected consultant (or team of consultants) will be responsible for technical analysis, documentation mapping, and evaluation for the project. The consultant will analyze and document baseline conditions for street connectivity, walking and bicycling, and traffic safety and operations will actively engage in the public process, will develop design concepts and recommendations to improve safety that respond to input from the community, and implementing and overseeing agencies, and prepare the plan document.

The selected consultant (consultant team) will subcontract with Local Government Commission. Full details and submittal requirements are included in the RFP document available on the LGC website: https://www.lgc.org/rfp-rfq/
