OCTOBER 9, 2019 NOTICE REQUEST FOR PROPOSALS FOR A DEMONSTRATION PROJECT FAST-TRACKING HOUSING SUPPLY RFP NO. LACDA19-125 Notice is hereby given that proposals will be received by the Los Angeles County Development Authority (LACDA) until Tuesday, November 19, 2019 at 5:00 pm to test and demonstrate the follwing housing technologies: 1) Tiny Homes, 2) Prefabricated/Modular Homes, and 3) 3-D Printed Homes, which will be developed on LACDA-owned land at 1538-1542 E. 85th Street, Los Angeles, CA 90001. This will include furnishing all labor and materials and performing all work necessary as described in the Request for Proposals (RFP). The LACDA may award an Exclusive Negotiating Agreement (ENA) to up to three proposers to plan, design, and construct each housing type. Proposers must attend a mandatory Pre-Proposal Meeting at the LACDA, located at 700 W. Main Street, Alhambra, CA 91801 on Friday, October 18, 2019 at 9:00 a.m. Proposers must register for this Pre-Proposal Meeting by Friday, October 11, 2019 by emailing Beatriz Lopez, Procurement Coordinator, at Beatriz.Lopez@lacda.org. A Request for Proposals (RFP) package containing all submission requirements will be available on October 9, 2019 and may be downloaded from the LACDA’s website. Visit www.lacda.org, choose “Communitty and Economic Development”, then “For Vendors – View Open Solicitations”. Proposers shall provide one original and five (5) copies of their business proposal, along with an unalterable electronic version on flash drive, which shall be addressed and delivered to: Beatriz Lopez, Procurement Coordinator Los Angeles County Development Authority Housing Investment & Finance Division 700 W. Main Street Alhambra, CA 91801 All proposals shall be labeled “Proposal For A Demonstration Project Fast-Tracking Housing Supply, RFP No. LACDA19-125, Project Parcel Number: [identified] Housing Type: [identified] November 19, 2019.” Any Proposer who wishes their proposal to be considered is responsible for making certain that it is received by the LACDA at the stated location and the stated date and time. No oral, electronic, facsimile, or telephonic proposals or modifications will be considered, unless specified. Proposals received after the scheduled deadline will be returned unopened. Proposers, who, upon request, receive the Request for Proposals package and do not wish to submit a proposal should reply with a letter of “No Proposal” by the submission due date. In submitting a proposal, each Proposer thereby agrees that, if selected, it shall execute an ENA, a sample which is attached to the RFP package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Proposer who refuses to execute said standard ENA. The LACDA reserves the right to reject any and all proposals. This RFP is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s proposal and reserves the right to issue supplementary information or guidelines related to this RFP. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in a proposal. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975, and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.
