The Office of Substance Abuse and Mental Health Administration (SAMHSA),
Office Of Policy, Planning and Budget (OPPB), Center for Substance Abuse Treatment through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to The National Association of Drug Court Professionals, 4900 Seminary Road, Suite 320, Alexandria, Virginia 22311. The anticipated date of award is May 21, 2008.

The purpose of this contract is to further SAMHSA/CSAT's program goal of providing training and information to current and potential treatment drug courts in order to improve their clinical interventions and to improve their overall effectiveness.

The National Association of Drug Court Professionals (NADCP), established in 1994, is the premier organization involved in the development and implementation of drug courts across the nation with a membership of over 5,000 judges, prosecutors, defense attorneys, child welfare professionals, treatment providers and rehabilitation experts, child representatives, law enforcement personnel, educators, researchers and community leaders. NADCP s mission is to reduce substance abuse, crime and recidivism rates by promoting and advocating for the establishment and funding of drug courts and providing for the collection and dissemination of information, technical assistance and mutual support to members. In addition to purely logistical support for the conference which could be performed by other entities, NADCP contains both the exclusive resident knowledge and technical expertise specific to this topic and this field. They also are the constituency group for this field and are able to liaison with the experts in this field to assure the presence of top-flight expert/practitioners.

This conference is being held by NADCP for its members and professionals in the field. SAMHSA/CSAT is a primary supporter of the NADCP=s 14thAnnual Drug Court Training Conference. NADCP is highly skilled in managing conferences. Recent examples include planning and conducting the NADCP 13th Annual Drug Court Training Conference in Washington, DC in June 2007, as well as all previously listed conferences.

This request is to provide funding to support logistical assistance to CSAT s Treatment Drug Court grantees and to provide support for NADCP's 14th Annual Drug Court Training Conference from May 28-May 31, 2008 in St. Louis, MO. The 2008 annual conference will combine SAMHSA/CSAT will participate in the planning of the NADCP's 14th Annual Drug Court Training Conference. The contractor will provide hotel rooms and logistical support for the CSAT Grantee Meeting and will manage the conference, provide a summary report describing the successes and weaknesses of the conference, and recommend next steps in training for Treatment Drug Courts. (The contractor is also receiving financial assistance from other sources to put on the conference.)

The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
