SUBJECT: Solicitation No. 08-MNT-2827 - Maintenance and Administration of the Integrated Electronic Security System (IESS) at Various Authority Facilities
To Prospective Bidders:
The Triborough Bridge and Tunnel Authority (TBTA) is now seeking qualification information from interested bidders for the above-mentioned solicitation (the € Procurement € ).
The minimum technical requirements for eligibility are as follows:
- The bidder shall have at least seven (7) years of successful experience in the installations and maintenance of Integrated Electronic Security System (IESS) and must provide an authorized Lenel Value Added Reseller (VAR).
- The bidder shall demonstrate prior successful experience with IESS projects including video recording, intrusion detection, network engineering and security consulting.
- Bidder shall provide verifiable experience on-site at major bridge, tunnel or other transportation, defense or industrial facility requiring significant security protection.
- Bidder must demonstrate to the Authority € s satisfaction that they possess the technical, project management and financial capabilities to perform repairs, preventative maintenance, installation, system administration and support in all aspects of the IESS.
The Work to be performed under this Contract (Scope of Work) may briefly be described to include but is not limited to:
- Providing all labor, materials and equipment necessary for the as-needed maintenance and administration of an IESS with card access;
- Intrusion protection and detection, including but not limited to, alarms, monitoring equipment, access control servers, lighting, fiber optics, IP networks, etc.;
- Providing a coordinated program for the as-needed administering, troubleshooting, preventative maintenance, repairing and consulting for the Authority security systems and incidental work at selected structures at the Authority facilities.
All respondents are advised that in the interests of waste reduction and maximizing the potential for recycling, respondents are requested to use at least 30% post-consumer recycled content paper to the extent practicable and to avoid using (i) plastic binders, plastic dividers and/or plastic tabs and (ii) comb and velo binding in preparing their submittal.
You are hereby notified that, effective with the date of this letter, the Restricted Period for this procurement as defined under State Finance Law 139-j and 139-k, as amended by Chapter 1 of the Laws of New York 2005 ( € Lobby Law € ) is hereby commenced. Accordingly, all inquiries concerning this procurement shall be directed solely to Nancy Lackenbauer, the Designated Point

of Contact for this contract. All communications with the Authority, regardless of form, by an Offeror or his or her representative that a reasonable person would interpret was an attempt to influence the procurement -- referred to as € Contacts € -- shall be made only to the Designated Point of Contact. Contacts made to other than the Designated Point of Contact, are prohibited ( € Prohibited Contacts € ). All offerers should be aware that a finding that an offerer engaged in Prohibited Contacts with Authority personnel other than the Designated Point of Contact can result in a determination of non-responsibility and ultimately, debarment if an offerer engages in a similar Prohibited Contact within a four year period. Any determination of non-responsibility or debarment due to violation of the Prohibited Contacts requirements of the Lobby Law will be posted on the NYS OGS website.
Interested firms must submit one (1) original and five (5) copies of a Letter of Interest, with technical qualifications, a completed TBTA Form C-XYZ and an executed confidentiality agreement. The Authority will then evaluate these submittals and develop a shortlist of firms who will receive an invitation for bid, which may be obtained for one hundred and fifty dollars ($150.00). We accept Visa, Master Card and American Express for the purchase of solicitations. All purchases are non-refundable. International firms must provide checks in US funds. (Company checks or Money Orders Only, no personal checks). Only the firms who submit the information stated above and are invited to bid will be allowed to purchase the IFB. Reviews of a company € s finance and responsibility issues will be conducted on a parallel track with the final issuance of the IFB.

Please note: All hand deliveries (including messengers) of bids/proposals must be delivered to the Bid Suite at 3 Stone Street entrance of 2 Broadway. Please allow extra time for delivery. All packages will be inspected and visitors will be required to show two forms of identification, including photo id. Each sealed package, regardless of how delivered, must include on the envelope or outer wrapper, the bidder € s full and complete return address including zip code.
