c) Obtain recommendations that would enhance the success of a future procurement opportunity for this project;

d) Obtain high-level cost estimates for planning and budget purposes; and

e) Provide the industry with an opportunity to comment on the potential procurement opportunity.

I. PURPOSE
James City County, Virginia (“the County”), is requesting information from interested companies
who have substantial experience assisting and facilitating work to reorganize local government
zoning ordinances and associated work.
The purpose of issuing this Request for Information (“RFI”) is to:
a) Determine the level of market interest;
b) Obtain information on potential new technologies or approaches;
c) Obtain recommendations that would enhance the success of a future
procurement opportunity for this project;
d) Obtain high-level cost estimates for planning and budget purposes; and
e) Provide the industry with an opportunity to comment on the potential
procurement opportunity.
II. BACKGROUND
James City County, Virginia (“the County”) is requesting information from qualified, interested parties
to guide a reorganization effort to update the Zoning Ordinance for the County. Consultants are invited
to submit a response which includes an outline of their experience and qualifications in performing work
directly related to the services identified below, while also providing representative examples of similar
work that the consultants may have done for other localities.
Beginning with its first Comprehensive Plan in 1975, James City County has consistently aimed to
provide innovative planning for its citizens, with an emphasis on sound growth management and
community character. James City County is a full-service local government located in southeastern
Virginia near historic Williamsburg. James City County is a growing, urbanizing community of 144
square miles with a mixture of rural lands, low to medium density residential and low to medium density
commercial land uses. The County’s population has grown substantially since its first Comprehensive
Plan, increasing from approximately 20,000 in 1975 to more than 80,000 today. Projected population
growth (to a population of more than 100,000 by 2040) is expected to increase development pressure
within James City County.
Accordingly, having a well-organized and presented zoning ordinance is critical to staff who administer
the ordinance each day, to citizens, and to developers and their design teams. The James City County
Zoning Ordinance was first adopted on March 1, 1969, and the basic organization of this important
document has generally been the same since that time. The Ordinance has grown considerably over the
years through countless amendments for the addition of land uses, definitions, special regulations,
overlay districts, and more. The most recent comprehensive updates occurred in 1985, 1999, and
2012. However, many of the updates were done piecemeal making it difficult to catch inconsistencies
of varying types throughout all the ordinance sections. Additionally, the Zoning Ordinance is
accompanied by a zoning map. The last official zoning map was adopted by the Board of Supervisors
in 1986. Each approved rezoning application since that time serves as an amendment to that map. A
byproduct of this process could include a review of the existing zoning areas to ensure they are correctly
mapped, include required symbol of proffers on applicable land, removal of underlying zoning on public
streets, etc., and possible adoption of a digital map.
The County is seeking qualified firms who are knowledgeable and have experience in reorganizing
traditional zoning ordinances into more of a modern code, whether that be through implementing
technology and tools, formatting ideas and tools to aid in administration and ease of reading and finding
applicable regulations, use of representative illustrations, graphics and photos, efficient and effective
layouts the use brevity without loss of meaning and context, and suitability for translation to public
facing interaction for use by all and integration with the county’s existing GIS and webtools.
III. RESPONSES
Interested parties are invited to respond to this RFI by submitting a response to the County.
Responses should include ideas, information and recommendations that could result in a
clarification of the requirements, cost-saving opportunities, and the identification of problem areas
with this initiative.
Any qualified firm interested in providing services should prepare information in compliance with
the specifications described in this RFI. Respondents should include in their responses detail
concerning all responsibilities, liabilities and costs associated with the potential project.
Respondents are requested to provide a concise and focused response to this RFI. Responses are
requested in the following format:
a) Brief company profile;
b) Name of a key contact person, including telephone number, fax number and email address;
c) Best estimated cost and revenue estimates for the County; and
d) Other information specific to the nature of this RFI and deemed important by the respondent.
In the event that sufficient information is received, James City County may, but is not required to, issue
a competitive solicitation. This RFI is not a competitive solicitation and no contract award shall result.
This RFI will not be used to evaluate, rank or select vendors, nor will it be used to pre- qualify or screen
vendors for a subsequent competitive solicitation process, if any. If a subsequent competitive
solicitation is issued, the County is under no obligation to advise any firm responding to this RFI.
Vendors are advised to monitor the County’s website (www.jamescitycountyva.gov) for any such
opportunities, which will be open to all vendors regardless of whether or not a response to this RFI has
been submitted.
The County will not pay for the preparation of any information submitted or for use of that information.
The County reserves the right to utilize any information submitted in its best interest without any
obligation, liability, or consideration on the part of the County.
Ownership of all data, materials and documentation originated and prepared for the County pursuant
to this RFI shall belong exclusively to the County and be subject to public inspection in accordance
with the Virginia Freedom of Information Act. Trade secrets or proprietary information submitted by
a firm shall not be publicly disclosed under the Virginia Freedom of Information Act; however, the
firm shall invoke the protection of this section prior to or upon submission of the data or other materials
and must identify the data or other materials to be protected and state the reasons why protection is
necessary. Disposition of the proprietary materials after the RFIs are reviewed should be stated by the
firm. Firms should indicate on the Cover Sheet the portions of their response that are proprietary and
return the signed Cover Sheet with their submission. Please list the page number(s) and reason(s).
