Dear Proposer:
The City of Berkeley is soliciting written proposals from qualified firms or individuals to provide a comprehensive
program needs assessment, recommendations, and tools development for the Youthworks Program, a youth
development, employment placement program. As a Request for Proposal (RFP) this is not an invitation to bid and
although price is very important, other factors will be taken into consideration.
The project scope, content of proposal, and vendor selection process are summarized in the RFP (attached). Proposals
must be received no later than 2:00 pm, on Tuesday March 19, 2024. Proposals are to be sent via email with the
“Specification No. 24-11653-C and Youth Development Program Assessment” clearly indicated in the subject line
of the email. Please submit one (1) PDF of the technical Proposal with the filename saved as, “Proposal Vendor
Name: 24-11653-C Youth Development Program Assessment.” Corresponding pricing proposal shall be submitted
as a separate document with the filename saved as, “Pricing Vendor Name: 24-11653-C Youth Development
Program Assessment.”

Proposals will not be accepted after the date and time stated above. Incomplete proposal or proposals that do not
conform to the requirements specified herein will not be considered. Issuance of the RFP does not obligate the City
to award a contract, nor is the City liable for any costs incurred by the proposer in the preparation and submittal of
proposals for the subject work. The City retains the right to award all or parts of this contract to several bidders, to
not select any bidders, and/or to re-solicit proposals. The act of submitting a proposal is a declaration that the proposer
has read the RFP and understands all the requirements and conditions.

I.
BACKGROUND /SUMMARY/or INTRODUCTION
The Health, Housing, and Community Services (HHCS) Department, Public Health Division’s Youth Health and
Readiness Program Area includes the Youthworks Program, a long-standing youth employment program focused on
preparing and supporting youth 14 to 25 years old achieve independence and autonomy as they transition into
adulthood. This program includes the Berkeley High School Health Center (BHSHC). BHSHC provides reproductive
health clinical services and health education for youth. The Public Health Division is looking to define a youth
development framework informed by community needs and goals, expand and develop the Youthworks program and
align the youth development work between the Berkeley High School Health Center and the Youthworks Program.
HHCS seeks a consultant with expertise in youth development, needs assessment, evaluation, and training to address
the following goals:
Complete a program needs assessment.
Assist in defining a service model based on research-validated youth development framework.
Assist in defining an equity approach with measurable outcomes.
Identify opportunities for improvement.
Develop tools and trainings.
Assist in the development of program evaluation tools.
II. SCOPE OF SERVICES
A. Conduct a program needs assessment that includes, but not limited to:
Literature review of youth development programs and models that include an employment component or an
employment readiness component to identify best practices with an equity lens. Data will include but not be
limited to:
o
Models/ frameworks implemented
o
Demographics of the program participants
o
Performance measures
o
Level of impact for program participants and their families
Identification of gaps, strengths and opportunities for program improvement and growth through surveys,
focus groups and key informant interviews of:
o Current and past Youthworks participants and their families
o Youth at Berkeley High School (BHS) and Berkeley Technology Academy (BTA)
o Youthworks employer placement sites and
o Partners (i.e. BHS, BTA, Berkeley City College, etc.)
o Program staff
Assessment of current program resources, process, services, and infrastructure.
B. Recommendations for future program development include, but not limited to:
Service model opportunities in the City of Berkeley including additional training opportunities and services
that support the skills development for independence and autonomy of youth participants
Service model opportunities to support effectiveness and impact of participating employers
Projected targets for the number of annual program participants, number of annual services provided, and
potential measures for services quality and outcomes
Identification of youth and employer training topics that support the model
Identification of funding opportunities to support program growth and sustainability
Identification of additional partnering opportunities
Opportunities for building efficiencies with current processes
Anticipated challenges in program implementation and sustainability

Recommended program metrics to measure amount of service, quality of services, and impact of services
Staffing models and recommended roles and responsibilities
Professional development opportunities for staff to support the recommended model
C. Development of Tools and Trainings:
Development of a set of program evaluation tools that are youth friendly
Development of a number of culturally and age-appropriate curriculums and trainings for youth and/ or
prospective youth employers
D. Conduct train-the-trainer series (in-person and/or online) developed trainings for up to 10 staff members.

Expertise in conducting community needs assessments and program evaluation
Expertise in creating culturally responsive materials
Expertise in equity focused initiatives
Demonstrated capacity to work collaboratively with various stakeholders
Successful history working with local municipalities
Proficient in developing successful community focused trainings and curriculums
TERM
The contract work is anticipated to commence on June 1, 2024, and end on June 30, 2025.
Services can be provided both locally and remotely.
Critical milestones and deadlines:
o Needs assessment and recommendations report completed – September 30, 2024
o Tool development and curriculum development completed – December 30, 2024
o Train the trainer sessions completed – March 30, 2025
o The full scope shall be completed, and the final invoice will be submitted no later than June 30, 2025.
The Public Health Division staff will provide contact information for partners and coordinate invitations to
past participants and their families.
III. SUBMISSION REQUIREMENTS
All proposals shall include the following information, organized as separate sections of the proposal. The proposal
should be concise and to the point.
1. Contractor Identification:
Provide the name of the firm, the firm's principal place of business (see section VII, F. – Local Vendor
Preference), the name and telephone number of the contact person and company tax identification number.
2. Client References:
Provide a minimum of three (3) client references. References should be California cities or other large public
sector entities. Provide the designated person's name, title, organization, address, telephone number, and the
project(s) that were completed under that client’s direction.

3. Price Proposal:
The proposal shall include pricing for all services. Pricing shall be all inclusive unless indicated otherwise. Pricing
proposals shall be a separate document. The Proposal shall itemize all services, including hourly rates for all
professional, technical and support personnel, and all other charges related to completion of the work shall be
itemized. Please include the estimate cost of incentives/compensation for community participant’s time.
Evaluation of price proposals are subject to the local vendor business preference (see section VII.F.) Bidder must
complete Attachment J.
4. Contract Terminations:
If your organization has had a contract terminated in the last five (5) years, describe such incident.
Termination for default is defined as notice to stop performance due to the vendor’s non-performance or poor
performance and the issue of performance was either (a) not litigated due to inaction on the part of the vendor,
or (b) litigated and such litigation determined that the vendor was in default.
Submit full details of the terms for default including the other party’s name, address, and phone number. Present
the vendor’s position on the matter. The City will evaluate the facts and may, at its sole discretion, reject the
proposal on the grounds of the past experience.
If the firm has not experienced any such termination for default or early termination in the past five (5) years, so
indicate.
5. Service and Timeline Description:
Provide an outline of the proposed key activities to complete the deliverables and associated timeframes in the
matrix format provided on Attachment K. Also include a detailed description/narrative explaining how you will
perform each of the activities and strategies proposed (see attached for excel sheet format).

* Effective 1/1/2022. Local Vendor Preference. For the purposes of comparing pricing as part of this competitive
RFP for goods up to $100,000 or non-professional services up to $250,000, 5% shall be deducted from the bid price
proposal from any local Berkeley vendor.
A selection panel will be convened of staff to evaluate and score submittals.

V. PAYMENT
Invoices: Invoices must be fully itemized and provide sufficient information for approving payment and audit.
Invoices must be accompanied by receipt for services in order for payment to be processed. Email invoices to
