INVITATION FOR BIDS
JONESBORO PUBLIC
SCHOOLS
JONESBORO HIGH SCHOOL -
OUTDOOR CLASSROOM AND
DINING RENOVATIONS
PART 1 GENERAL
SECTION INCLUDES
A. You are invited to bid for a contract on individual Bid Packages for the Jonesboro High School Outdoor Classroom and Dining Renovations for Jonesboro Public Schools, Jonesboro, Arkansas, hereinafter termed Owner. Bids will be based on a lump sum basis for specified Bid Package Number.
B. This project is funded by the American Rescue Plan - Elementary and Secondary School Emergency Relief (ARP-ESSER) Fund which means all contracts over $2,000.00 must meet all Davis-Bacon prevailing wage rate requirements.
C. The Construction Manager, Bailey Contractors, Inc. on behalf of the Owner will receive mailed/shipped or early delivered sealed bids until Tuesday, May 07, 2024 by 3:00 p.m. at the office of Bailey Contractors, Inc. 2307 Congress Cove, Jonesboro, Arkansas 72401 or Hand- delivered by 4:30 p.m. to the Bid Opening location at the Jonesboro High School Performing Arts Center, 301 Hurricane Dr., Jonesboro, Arkansas, where the Bids will be publicly opened and read aloud. Any Bid received after the times stated above will not be accepted and will be returned unopened.
D. Bids shall be submitted on the form provided in the Bidding Documents, and are to be delivered in a sealed opaque envelope clearly identifying the Project Name, Bid Package No. and Title, Bidder’s name and with Bidder’s valid Arkansas Contractor’s license number on the front. Bids will be received at the Bid opening location and time. Bids not received for opening at Bid time and date listed above will not be accepted and will be returned unopened.
E. If bidding on more than one Bid Package, Bidders shall submit a separate Bid Form for each individual Bid Package Proposal, delivered in separate sealed envelopes. Combination bids will be accepted but an individual bid for each trade must be submitted in order to qualify for the Combination bid to be opened.
F. Bidders are to comply with Section 001150 - Supplementary Invitation for Bids as found in the Contract Documents.
G. Bids will be based on lump sum basis for specified Bid Package Number.
H. The United States Department of Labor Prevailing Wage Determination (Davis Bacon Wage Determination) applies to this project.
I. The project consists of Outdoor Classroom and Dining renovations to approximately 5,900 s.f. Trades involved in the renovations include demolition, compacted grade, compacted stone, soil drainage fabrics, compacted sand, segmented block retaining walls, waterproofing, reinforced concrete, concrete slab on grade, porcelain tile pavers, and steel handrails. Work includes plumbing and electrical trades.
J. Refer to Section 001100.02 - Bid Package Schedule of the Contract Specifications, for itemized Bid Package List.

L. The Contract Documents may be obtained as follows:

2. Contract Documents in hard copy or electronic (pdf) format may be purchased (non- refundable) for the cost of printing, from Jonesboro Blueprint Co., Jonesboro, AR (870) 932-4349 or Southern Reprographics Planroom, 901 W. 7th Street, Little Rock, AR (501) 372-4011. Those purchasing Contract Documents are responsible for the cost of shipping and handling, if necessary.
3. For the mutual protection of the Owner, Contractor, and Architect, no partial sets of Contract Documents in either hard copy or electronic format will be issued.
M. A Pre-Bid conference will be held at the Jonesboro High School project site, 301 Hurricane Drive, Jonesboro, Arkansas at 10:00 a.m., April 30, 2024, for all contractors interested in bidding any Bid Package.
N. Bid Security in the amount equal to 5 percent (5%) of the Bid submitted, and payable to the Construction Manager, Bailey Contractors, Inc., must accompany each Bid.
O. Performance and Payment bond, equal to the Amount of the Contract, will be required of the bidder awarded the Contract (for successful bids that are in excess of $20,000.00).
P. All bidders must conform to the requirements of the Arkansas Contractor’s Licensing Board and shall be licensed before submitting a Bid.
Q. No bidder may withdraw his Bid within thirty (30) days after the actual date of the opening thereof.
R. The Construction Manager and Owner reserve the right to reject any or all Bids, and to waive any formalities not bound by Arkansas statues.
