Invitation for Bids (IFB) – GEC110223
Sealed bids are invited for the above project located at the University of Virginia, Mountain Lake Biological
Station, 240 Salt Pond Road, Pembroke (Giles County), Virginia, 24136.
Sealed bids for the project will be received at the Office of Contract Administration Services, 1571 Pratt
Drive, FM Shop #2, Charlottesville, VA 22904 (hand-delivery, FedEx, or UPS); P. O. Box 400892,
Charlottesville, Virginia, 22904-4892 (U.S. Mail), until 2:30 PM, local prevailing time, on December 6, 2023.
Bids will be publicly opened and read aloud at 2:30 PM, local prevailing time, on December 7, 2023. A non-
mandatory prebid meeting will be held at 1:00 PM on November 9, 2023, in the facility marked Jefferson
(Dining Hall) on the attached map, 240 Salt Pond Road, Pembroke (Giles County), VA 24136. The
procedure for withdrawal of a bid due to error is that described in Section 2.2-4330 (B) (2) of the Code of
Virginia. Contractor registration/license in accordance with Title 54.1, Code of Virginia, is required.
Department of General Services eVA registration (https://eva.virginia.gov/) is required.
The work consists of the following but is not limited to the replacement of the existing wastewater treatment
plant. Installation of a new steel packaged wastewater treatment plant and associated treatment processes
including a disinfection reactor, post aeration tank, blowers, manholes, and pump stations. The plant will install
a new control building with associated electrical improvement and process controls. The existing control
building will remain for use as a lab for required monitoring & testing and will be retrofitted with a bathroom
for plant operators to use while on site. The existing emergency generator will be replaced. Throughout the
project plans and specifications, specific equipment is listed. The design was based on this equipment.
However, an engineer approved equal may be substituted during the submittal phase. Any requests to substitute
the main packaged plant must be made prior to submission of bid. Provide all work complete and in accordance
with the Plans and Specifications.
