implement a comprehensive Learning Management System (LMS). The LMS is intended to serve both business-
to-business (B2B) and business-to-consumer (B2C) markets, providing a user-friendly platform for content
delivery, learner management, and performance tracking.

1. SCOPE OF SERVICES:
a. Introduction: The University of Louisville Digital Transformation Center’s (DTC) mission is clear: to empower the future of learning, research, and
technology through collaboration, community engagement, and strategic partnerships. We believe in the transformative power of technology to
enhance educational experiences and drive innovation across all sectors. The DTC is seeking proposals from qualified vendors to design, develop,
and implement a comprehensive Learning Management System (LMS). The LMS is intended to serve both business-to-business (B2B) and business-
to-consumer (B2C) markets, providing a user-friendly platform for content delivery, learner management, and performance tracking.
b. Objectives:
Develop an intuitive and customizable LMS platform that caters to the needs of B2B and B2C users.
Enable seamless content creation, delivery, and management for administrators.
Implement robust user management features, including registration, authentication, and access control.
Provide comprehensive reporting and analytics capabilities to track learner progress and performance.
Ensure scalability and flexibility to accommodate future growth and evolving requirements.
Deliver a responsive and mobile-friendly interface for optimal user experience across devices.
c. Scope of Work: The selected vendor will be responsible for the following tasks:
The LMS platform must allow customizing to align with the DTC’s branding guidelines and business processes to include:
o Customizability and White Labeling services
o Batch Enroll Capability
o Ability to host live events.
o Custom Registration
o Accepts SCORM uploads.
o Robust Mobile app
o Custom URL capability
o AI integration
o Built-in communication tools between facilitator and participants
o Contains a grading center.
o Can distribute Certificates.
Integrating third-party tools and services as necessary for enhanced functionality (e.g., payment gateways, content authoring tools).
Developing and implementing user-friendly interfaces for administrators, instructors, and learners.
Providing comprehensive training and documentation for administrators and end-users.
Ensuring compliance with relevant industry standards and the University of Louisville data security regulations.
Conducting thorough testing and quality assurance to identify and resolve any issues prior to launch.
Providing ongoing support and maintenance services post-launch, including updates and troubleshooting.
d. Deliverables: The vendor will deliver the following key deliverables as part of the project:
Customized LMS platform tailored to the needs of both B2B and B2C users.
Documentation, including user manuals, technical specifications, and training materials.
Training sessions for administrators and end-users.
Ongoing support and maintenance services post-launch.
e. Timeline: The proposed timeline for the project is as follows:
