Description
The project work consists of placing dredged material along 21,380 feet (4 miles) of beach, south of the St. Marys Entrance Channel south jetty.     The project will place material between FDEP monuments R-13 and R-33.     The work shall be accomplished un der one of four (4) alternate bids (Alternate A, B, C or D).     The project length in all four (4) alternates is the same (21,380 feet or 4 miles).     However, the berm width varies along the project length depending on which alternate is awarded.     The amount of material to be placed varies from 768,000 cubic yards to 1,725,000 cubic yards depending on the alternate awarded.     The Government intends to award a single contract from this solicitation for either Alternate A, Alternate B, Alternate C or Alternate D.       The material for the project will come from an offshore borrow area (South Channel Borrow Area) that is approximately 3 miles from the center of the project area.     Work under all four (4) alternates also includes environmental restrictions, turbidity mon itoring and beach tilling.     Work is restricted to Coast Guard Certified, hydraulic pipeline dredge with equal or greater than 24     inches.     The solicitation will be structured into four (4) Alternate Bids as follows:

Alternate A: Beach Fill of 768,0 00 cubic yards with placement of sand on 21,380 feet (4miles) of beach, 25 feet landward of the construction baseline (station line), R-13 to R-33, just south of the St. Marys entrance channel.    

Alternate B:     Beach Fill of 1,065,000 cubic yards wit h placement of sand on 21,380 feet (4miles) of beach, at the construction baseline (station line), R-13 to R-33, just south of the St. Marys entrance channel.        

Alternate C:     Beach Fill of 1,525,000 cubic yards with placement of sand on 21,380 fee t (4miles) of beach, 25 feet seaward of the construction baseline (station line), R-13 to R-33, just south of the St. Marys entrance channel.    

Alternate D:     Beach Fill of 1,725,000 cubic yards with placement of sand on 21,380 feet (4miles) of beach , 50 feet seaward of the construction baseline (station line), R-13 to R-33, just south of the St. Marys entrance channel.    
    
NOTE:     The Government intends to award a single contract from this solicitation for either Alternate A, Alternate B, Alter nate C, or Alternate D.     The Government will evaluate all bids and award will be made contingent upon available funding which will be announced at the time of bid opening.     The bid guarantee amount shall be based on the contractors total bid for the highes t priced alternate.     Bidders will be required to submit prices on all line items on the bid schedule; failure to do so will render the bid non-responsive.    

Magnitude of construction is between $10,000,000.00 and $25,000,000.00.     This solicitation w ill be issued on or about 12 February 2008 and open on or about 26 March 2008.     THIS IS AN UNRESTRICTED ACQUISITION.     COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED IN ACCORDANCE WITH THE SEAGOING BARGE ACT.     There will be a price preference for certifie d HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307.     Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://ac quisition.army.mil/asfi/.     In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER TO RECEIVE NOTIFICATION on the Federal Business Opportunities website at http://www.fedbizopps.gov/.     If you are not regist ered, the Government is not responsible with providing you with notification of any changes to this solicitation.     In addition, in order to generate a Plan Holders List, all interested bidders must also REGISTER AS INTERESTED VENDOR which is also located o n the Federal Business Opportunities website at http://www.fedbizopps.gov/.     You must be registered in the Central Contractor Registration in order to be eligib le to receive an award from this solicitation.     Please call 1-888-227-2423 for more information or visit the CCR website at http://www.ccr.gov.     You must be registered in the Online Representations and Certifications Application (ORCA) in order to be eligi ble to receive an award from any Government solicitation.     For more information, visit the ORCA website at http://orca.bpn.gov/.     The NAICS Code is 237990 and the size standard is $18.5 Million Dollars.
