The proposed procurement is 100% set-aside for small business with a NAICS code of 238160 with a small business size standard of not to exceed an average annual receipts of three preceding fiscal years of $13,000,000.00, including worldwide affiliates. Place of performance is US Army Corps of Engineers, Raystown Lake, Hesston, PA. No phone or fax requests for a copy of solicitation will be accepted. All questions shall be submitted via e-mail to Josephine.E.Baran@usace.army.mil One completed copy of the solicitation must be submitted via U.S. mail to U.S. Army Corps of Engineers, 10 South Howard Street, Room 7000, ATTN: J. Baran, Contracting Division, Baltimore, Maryland 21201. The solicitation package will be available to interested vendors to create an account (unless they already have one) and download/obtain the solicitation at FEDBIZOPPS (Federal Business Opportunities). You must be CCR registered in order to create an account at FEDBIZOPPS. The CCR website is http://www.ccr.gov as you will need your MPIN (Marketing Partner Identification Number) when creating an account at FEDBIZOPPS. If you do not have an account at FEDBIZOPPS you will be locked out from obtaining a hard copy of the solicitation at FEDBIZOPPS. Available thru Federal Business Opportunities System The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Business Opportunities (FBO) System To familiarize vendors with the newly released FBO system, please download the Vendor Guide found here. Please note that all Corps of Engineers acquisitions are considered Sensitive, But Unclassified Documents, and requires users to have a valid MPIN entered in the FBO system to access package. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper.
