Synopsis:

This is a pre-solicitation notice for a contractor to furnish all labor, materials, equipment, tools, transportation and supervision to perform installation of railroad crossing signals and crossing surface replacements at numerous crossings on the Valley Railway within the boundaries of Cuyahoga Valley National Park, Cuyahoga and Summit Counties, Ohio. The project consists of railroad signal work at ten crossings, eight of which will require replacing existing cross bucks with new active warning devices including flashing lights and gates. At two other crossings, upgrade the existing active warning devices and/or replace with new. The signals work includes the design, furnishing, installation, testing of complete instrument houses and new active warning devices, removal of existing equipment, furnishing and installation of cable in conduits and bonding of rail joints. The surface work consists of work at five of these ten crossings including removal of existing crossing surfaces, upgrade existing ties, rail, and track ballast as specified, and install new concrete crossing surface along with the up-grade of the warning devices. This will require coordination with the local road authorities. The project performance time is 275 days after issuance of the notice to proceed. The government estimate for this project is between $1.0 million and $5.0 million. The NAICS code is 237990. The small business size standard is $31.0 million. This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstartion Program, Public Law 100-656. Accordingly, it is open to both small and large businesses. The solicitation including specifications, drawings, bid schedule, and wage rates will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about June 13, 2008.
