Synopsis:

The principal components of work to be performed under these specifications include: Remove portion of existing walls and construct 3-hour fire rated concrete masonry unit with fire rated doors to expand Room 1-A; remove and dispose of existing 15kV switchgear designated "USA" and associated power and control cables from Room 18; furnish and install 15 kV switchgear USA in Room 1-A; furnish and install 15kV power cables and splice kits; modify existing main station service conduit system; remove existing 500-kVA station service transformers designated "KSA" and "KSB" and reinstall in Room No. 1-A; remove and dispose of existing 100-kVA lighting transformers designated "KSC" and "KSD"; furnish and install 100-kVA lighting transformers KSC and KSD in Room 4; furnish and install busway, conduit, power and control conductors, and grounding conductors to complete the electrical installation; provide temporary power to the heating and ventilation system during the construction period and to battery chargers while USA switchgear is de-energized; modify main control switchboard in Room 5; modify 480 volt distribution switchboard DSA in Room 5; core drilling through reinforced concrete for conduit; modify heating, ventilating, and air conditioning (HVAC) systems in Room 18, Room 4, and Room 1-A; place new terrazzo floor in Room 18 in areas where equipment has been removed; restore existing terrazzo floor in Room 18 by grinding and sealing; remove vinyl composition tile and seal concrete floor in Room 4; remove and dispose of existing luminaires in Room 4 and Room 1-A; furnish and install interior luminaires, wiring devices, emnergency and exit lighting in modified Room 4 and Room 1-A. Remove and install smoke detector and fire alarm probe in modified Room 4; furnish and install smoke detector and fire alarm probe in modified room 1-A. Remove and salvage the existing door and frame in the east wall of Room 1-A; remove existing flooring in Room Nos. 1-A, and 4. Patch and repair floor, ceiling and wall penetrations; remove ceiling tile, tile grid, fixtures and hardware; portion of west wall and doors, door frame, and panel in Room 4. Remove combination countertop/sink/stove and lockers from Room 4. Cap and seal electrical and plumbing connections and install two new pairs of 3-hour fire rated doors and frames. Installed salvaged door and frame. Work will encounter materials containing asbestos and coated with paint containing heavy metals. This is an Invitation for Bid (IFB). The Solicitation packages (hard copy) are tentatively scheduled to be issued on or around April 4, 2008. The sealed bids are tentatively due on or around May 1, 2008, at the Bureau of Reclamation, Great Plains Regional Office, Acquisition Service GP-3800 Room 2015, 316 North 26th Street, Billings, Montana 59101 (Attention: Alma Bergerson). There is no charge for the first copy of the solicitation; additional copies are $9.00 each and they will be provided upon receipt of a non-refundable cashier check or money order. The estimated range of the project is $500,000.00 to $1,000,000.00. The North American Industrial Classification Code (NAISC) is 238210, and the Small Business Size Standard is $13.0 million. This is an unrestricted acquisition, pursuant to the Small Business Competitiveness Demonstration Program. The specifications and drawings WILL NOT BE POSTED on the Internet.
