The US Army Corps of Engineers (USACE) Walla Walla District is seeking sources to perform annual crack and pit repair of up to three navigation lock gates at hydropower projects on the Snake River: Lower Monumental Dam, downstream gate; and Little Goose Dam, upstream and downstream gates.

Work entails repairing cracks and pits on downstream and upstream navigation lock gates. The work will be done during the annual two or three-week navigation lock maintenance period, usually in March. The contractor will inspect the cracks using Non Destructive Testing (NDT) methods to determine the extent of cracks, and then repair the cracks. Crack repairs include grinding, hole drilling, and welding with high pre-heat temperatures and shall comply with AWS D1.5. One gate may have over 70 cracks, averaging 2 inches to 6 inches in length with varying depths, to be inspected and repaired. Pit repairs include filling pitted areas with weld metal in accordance with AWS D1.1. The cracks and pits will be tested again by NDT methods after they are repaired and then painted with System # 4 Vinyl. The gates range in size between approximately 84 feet tall and 87 feet wide to 24 feet tall and 91 feet wide. Some work will be in elevated locations and in very tight work spaces.

USACE is submitting this sources sought announcement to determine industry interest in the project and to solicit industry comments on the procurement method: firm-fixed-price basis or time-and-materials basis. A firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractors cost experience in performing the contract. Use of such a contract places maximum risk on the contractor and provides the maximum profit incentive for cost control and contract performance. A time-and-materials contract provides for acquiring supplies or services on the basis of (1) direct labor hours at specified fixed hourly rates that include wages, overhead, general and administrative expenses, and profit; and (2) materials at cost, including, if appropriate, material handling costs as part of material costs.
