This project work will consist of raising approximately 500-linear feet of existing North Jetty, St Lucie Inlet, Florida to El. +8.0 feet MLLW. Construction includes placement of marine mattress, geotextile, bedding and armor stone. It is anticipated that all construction operations will take place from ocean-based equipment. Land access is not available. Work also includes installation of jetty navigation lights support base only. The contractor should expect sea conditions with waves 3 feet or greater in height and ocean currents exceeding 3-knots a majority of the time. Work on jetty requires Coast Guard Load-line equipment. Magnitude of construction is between $5,000,000.00 and $10,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED IN ACCORDANCE WITH THE SEAGOING BARGE ACT. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. The solicitation will be issued on or about 15 July 2008 with bids due on or about 28 August 2008. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
