Description
The Palm Beach Harbor maintenance dredging will consist of dredging approximately 100,000 cubic yards of material from the entrance channel and settling basins, cut-1 and cut-2, and the north and south turning basins.    This contract will be a rental contract for Hopper Dredges only with 100% beach placement.    All dredged material will be placed in the Palm Beach Disposal Area, which is located adjacent to the south jetty and extends southerly approximately 3,130 feet.    Work will also include turbidity    monitoring and endangered species observer/monitoring.    The Contractor is advised that work under this contract will be conducted during the winter season (December through March) and wave conditions of three feet or higher may be expected.    The Contracto r shall furnish plant and equipment that can accomplish work within the time specified under the expected wave conditions.    The project work depths and allowable overdepths are as follows: Settling Basin and Extended Settling Basin a depth of 35 feet and a n allowable overdepth of 2 feet, Entrance Channel, Sta. 25+00 to 30+00 a depth of 35 feet and an allowable overdepth of 1 foot, Entrance Channel, Sta. 30+00 to 56+00 a depth of 37 feet and an allowable overdepth of 1 foot, Entrance Channel Settling Basin a    depth of 35 feet and an allowable overdepth of 2 feet, Cut 1, Sta. 0+00 to Cut 2, Sta. 87+92.88    a depth of 33 feet and an allowable overdepth of 2 feet, North Turning Basin a depth of 24 feet and an allowable overdepth of 2 feet, South Turning Basin a de pth of 33 feet and an allowable overdepth of 2 feet.    All dredge material from the entrance channel, settling basins and cuts 1 and 2 is anticipated to be beach quality.    Material placed in the Palm Beach Disposal area should begin approximately 250 feet s outh of the existing sand transfer plant outfall location and proceed south.    Contractor will be required to perform a pre-fill survey of the beach disposal area for the contracting officer to determine the exact limits of beach disposal fill placement.    O therwise, any material dredged from the turning basins shall be placed below the mean high water line, within the -17 foot contour and within the disposal area limits (approximately from PL-8 to PL-16).    Bottom dumping of this material within the -17 foot contour is acceptable.      The magnitude of construction for this project is between $1,000,000.00 to $5,000,000.00. The solicitation will be issued on or after 27 December 2007 with bids due on or after 29 January 2008. THIS IS AN UNRESTRICTED ACQUISITION.    COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED.        ALL RESPONSIBLE BIDDERS ARE ENCOURAGED TO PARTICIPATE.
