THIS NOTICE IS FOR INFORMATION AND PLANNING PURPOSES ONLY.    THIS IS NOT A REQUEST FOR PROPOSAL AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO SOLICITATION IS AVAILABLE AT THIS TIME. BASED ON CAPABILITY STATEMENTS RECEIVED IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT THIS ACQUISITION MAY BE SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE.    ALL SMALL BUSINESS ORGANIZATIONS (SB, SDB, WOSB, HUBZONE, VOSB, AND SDVOSB) ARE ENCOURAGED TO RESPOND TO THIS NOTICE.    SMALL BUSINESS ORGANIZATIONS MUST HAVE THEIR SIZE STATUS CERTIFIED BY THE SMALL BUSINESS ADMINISTRATION. Description of Services:
This project shall involve the disruption of an existing fire protection booster pump system to correct several deficiencies.    The work shall be done while the building remains in use and during times of occupancy. This disruption in service must be coordinated with the local fire department to ensure adequate fire protection coverage. The work shall require the contractor to procure materials and equipment then install and operationally test the system. Major equipment to be procured is valves (backflow preventer and pressure reducing), fire jockey pump and controller, alarm cabling, electrical cabling, and piping.   
Summary of installation work involves rerouting of pipe, installation of new valves, repositioning of existing fire booster pump, installation of new jockey pump and associated controller, upgrade of pump controller, installation of new fire pump activation detectors and signal cabling, and modifying existing fire alarm panel.
Summary of testing work involves testing of system, verifying operation and functionality, verifying fire pump operation and automatic start, and verifying alarm signals at fire panel.
All work shall be done in accordance with such applicable regulations and codes with National Fire Protection Association (NFPA) Code, GSA design guidance documents, ASME, NEC, industry standards as well as applicable regulations imposed by the authority having jurisdiction.
Capability Packages:
Potential sources must demonstrate and document the following in their capability statements, Fire Protection Engineering Services.
Capability statements submitted as a result of this announcement should demonstrate the offerors'qualifications and experience, specifically providing evidence as to their capability to perform this requirement, with particular attention to fire pumps, electrical wiring, mechanical piping, instrumentation and control.
Personnel/management: adequacy, appropriateness and relevance of expertise, experience, qualifications, and availability of the key professional and technical staff with a project of similar size, scope, and complexity.
Past Performance: Past performance is considered essential.    In addition to demonstrating that they have met the above qualifications, interested parties must identify at least three other projects of similar size and complexity.
If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Standard brochures will not be considered as a sufficient response to this notice. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.   
All capable small business organizations are encouraged to submit capability statements based on this announcement. Interested organizations should submit two copies of their capability statement addressing each of the areas cited above. Any proprietary information should be so marked.    Written capability statements should be received by the Contracting Officer by April 4, 2008/3:00 p.m. Eastern time. Please reference the reference number on all related correspondence. The response must not exceed 10 pages. No collect calls will be accepted. Facsimile and e-mail transmissions will be accepted.
