The project will be solicited and procured using a Performance Price Trade-Off request for proposal in accordance with Federal Acquisition Regulation (FAR) 15. The anticipated cost range is $25,000,000. to $100,000,00 0. Options may be included. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. Contractors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download specifications and drawings contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov. In order to locate solicitations, Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps sit e. This solicitation will be issued in electronic format only and will be available on or about 29 November 2006. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provid ed as necessary for any posted changes to this solicitation and all amendments. Description of work: The project provides expansion / upgrade to the existing center wharf at Military Ocean Terminal, Southport NC (approximately 25 miles south of Wilmington, NC). The wharf, including entry and exit trestles is approximately 4,000 feet long by 87-feet wide, and is presently configured to handle break-bulk cargo. Work includes partial demolition of the main wharf deck to install all necessary features to support three 80 long-ton rated post-Panamax gantry cranes to handle containerized c argo. The cranes are not in the proposed construction. Proposed construction includes partial demolition of an approximately 20-feet by 1,900-feet on the water side of the wharf and widening the wharf by 20-feet on the land side. New construction in pla ce of the demolished/expanded portions will provide new piles (approximately 1500 piles at approximately 50-feet length), structural beams, and deck for the three gantry cranes. The center 65-feet x 2,000-feet of existing deck is to be retained. Other fe atures are installation of all new support including fendering system, mooring bollards, electrical power/service, communications; rail spur alterations; 10-inch diameter water line, replacement of a sewer force main, fire protection, exterior lighting, de molition & replacement of the existing wharf operations building with a 3,000 square feet, 2-story building (including all support) with elevator, renovation of two break-houses, structural and cathodic protection system repairs to approximately 1,500 of t he more than 3,000 piles supporting the wharf; and spot repairs to top-side and under side of the retained deck. Also included is an elevated pedestrian walkway and connecting walkway to a new POV parking lot (approximately 20 vehicles) from the land-side to the new wharf operations building. This walkway is a concrete deck on concrete piles and is approximately 1,000 feet long. This will involve working in a jurisdictional wetlands area. Work will also involve removal of demolished concrete deck to an off-shore artificial reef.
