NASA/JSC plans to issue an Invitationfor Bid (IFB) for the REFURBISHMENT AND REHABILITATION OF BUILDING 29FOR THE CREW EXPLORATION VEHICLE (CEV) AVIONICS AND INTEGRATION LAB(CAIL) AT THE NASA JOHNSON SPACE CENTER. The following is a general description of the work required and shallnot be construed as a complete listing of all work required tosatisfactorily complete the project as required by the contract drawingsand specifications. The project will refurbish Building 29 at the Johnson Space Center. Acomplete renovation of the facility, including demolition of allinterior walls, ceilings, floor finishes, the astronaut training pool,BioPlex module, crane system, mechanical, electrical, plumbing, securityand fire protection systems as well as the rotunda roof is required. Inaddition, the demolition will include removal of asbestos material andlead contaminated paint. The refurbishment requires the incorporation of Leadership in Energyand Environmental Design (LEED) concepts as mandated by NASA PolicyDirective (NPD) 8820.3. In general, the refurbishment work consists ofearth work, backfilling and grading; site utilities; lime subgradestabilization; portland cement concrete paving; underground sprinklersystem; lawns and grasses, trees, plants and ground covers;cast-in-place concrete; unit masonry; structural steel; steel deck;metal fabrications; metal stairs; rough carpentry; finish carpentry;thermal wall insulation; roof deck insulation; polyvinyl chlorideroofing; flashing and sheet metal; spray-applied fire proofing;firestopping; joint sealants; steel doors and frames; wood doors; accessdoors; glazed wall systems; door hardware; glass and glazing; metallouvers; lath and plaster; gypsum board; tile; acoustical ceilings;resilient flooring; carpeting; painting and coating; steel coatings;signage toilet compartments; toilet a ccessories; fire extinguishers; window treatments; electric tractionelevators; new HVAC; plumbing; and electrical systems, to includesecurity systems; and new lighting protection system. The order of magnitude for the procurement is more than $10,000,000 andthe effort shall be completed within 365 calendar days after notice toproceed. The procurement will be conducted under full and open competitionprocedures allowing maximum participation from large and smallbusinesses. This acquisition is part of the Small BusinessCompetitiveness Demonstration Program. The NAICS Code and small business size standard for this procurementare 236220 and $31M, respectively. The anticipated release date of the IFB is on or about May 8, 2008 withan anticipated bid closing date on or about June 8, 2008. The firm datefor receipt of bids will be stated in the IFB. All responsible sources may submit a bid which shall be considered bythe agency. An ombudsman has been appointed -- See NASA Specific Note "B". The IFB and any documents related to this procurement with theexception of the specifications and drawings will be available over theInternet.
