Synopsis:

The United States General Services Administration has a requirement for the selection of a quality contractor for the Boiler Replacement Project at the Forest Service Federal Office Building in Elkins, West Virginia. This project is to be awarded as a firm fixed price contract. The work includes but is not limited to the following: Replacing existing gas/#2 oil low pressure steam boiler system, including the two 1550 MBH boilers, the boiler breeching, the associated pump assemblies, the expansion tank and make-up water system, piping insulation, shot feeder and the air separator. The system shall be connected to the existing BAS system and be BACNET compatible using UNC category hardware panel.
The estimated cost of construction is between $250,000.00 and $500,000.00. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer will preclude further participation on this acquisition.

Award may be made without discussions. The technical evaluation factors for the evaluation process are, in descending order of importance: 1.Past Performance, 2. Management and Key Personnel Qualifications, and 3. Technical and Organizational Approach. The NAICS code applicable to this project is 238220. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program.

This announcement also constitutes the synopsis of the pre-invitation notice.

A Pre-proposal conference will be held at the Forest Service Federal Office Building in Elkins, West Virginia on January 9th, 2008 at 3:00PM.
