Description
The Postal Service plans to issue a Fixed Price Contract to replace / upgrade the existing HVAC system serving the approximately 160,000 square foot Main Post Office at Mansfield, Ohio in accordance with USPS approved specifications and drawings. Base bid work includes replacing existing hot water pumps, expansion tanks, air separators, make-up water valves, and modify branch piping as noted. Replacing chilled water pump motors and convert existing chilled water system to variable speed system.     Replacing Air Handlers AHU1-10, modifying distribution and balance. Installing new terminal units in office areas. Providing new diffusers as noted on drawings. Installing a new direct digital control backbone and front end. Providing energy metering for main domestic water, natural gas service and electric utilities. Patching finishing work, ceiling work as required and replace all ceiling tile and grid damaged during construction. Providing a York Microgateway to allow communication to the two (2) existing chillers. Provide BACnet DDC control system per design documents. BASC shall be responsible for interconnecting wiring, programming, etc.     Fill, flush, test piping system;     balance entire chilled water and heating hot water systems; balance all air distribution system. Reconfiguration of existing unit substation and motor control center, as required, allowing for connection of new loads.     Demolition of existing motor control centers.     Furnish and install new power distribution centers.     Revisions to the existing fire alarm system, replacement of existing air handling unit duct detectors.       Provide a carbon monoxide and nitrous oxide detection system to initiate the existing exhaust fan ventilation for the VMF.     New AHUs to be rigged into the building through openings in roof. All roof cutting and patching are to be performed under a separate roofing contract. Contractor to coordinate with roofing contractor, for exact size and location of openings in roof. Openings are figured to be in-between joists with no cutting of joists allowed. Contractor to be responsible for disassembling existing units to remove and to bring new units into the building.

The estimated cost of the project is between $2,000,000 and $2,300,000 with construction completion within 400 calendar days from receipt of notice to proceed. Contractors must submit a Qualification Statement with their price proposal. Only the most qualified contractors will be considered. To be considered, the company must be financially capable, have a minimum of five years total experience in HVAC upgrades and replacements projects, and have completed two comparable projects within past five years, one of which may be ongoing. Comparable projects are defined as HVAC upgrades/replacements at a cost of $2,000,000 or greater. The Qualification Statements will be evaluated in accordance with the criteria stated, in the following order of preference: Experience/performance and capabilities. The price proposals for only the most qualified contractors will be considered. The Postal Service will select the offeror that provides the best value to the Postal Service.

A PRE PROPOSAL MEETING will be held at the Main Post Office Lobby, Mansfield, Ohio on Wednesday, March 26, 2008, at 10:00 a.m.     ATTENDANCE IS HIGHLY RECOMMENDED.
