Description
The United States Postal Service intends to award a Two Phased Negotiated Guaranteed Maximum Price contract for a building renovation at the Morgan New York, NY (mail) Processing and Distribution Center (Project #Q30737) in New York, NY.    The construction cost limits for this project is $65,805,314.00. Scope: The Scope of Work is split in two parts - Part 1 and Part 2.
Part 1    Sub-basement and 7th Floor Fit-out: Perform a total (?gut?) demolition and rehabilitation to a significant area of the Morgan Building?s sub-basement to accommodate JAF/ Morgan consolidation of Central Maintenance Shops. Rerouting of power from the South Building Chiller Plant to feed the North Building tower by providing a new switchboard to be located at the sixth floor of the North Building. A new perimeter heating system infrastructure, is scheduled to be installed to feed the tower are also at the sixth floor level. A total ?gut-rehab? of the 7th floor shall be performed to accommodate USPIS Eastern Headquarters Division.
Part 2    Permanent Office Fit-out: This Part of the project involves a gut-renovation of the eighth, ninth and tenth floor to house the District and Morgan Plant Administration, Training Classrooms, and Postal Police. Some of the work must be done in a phased manner to accommodate relocation of existing occupied areas. Relocation of existing mail processing equipment from the first floor to the fourth floor (LCUS). First Floor renovation to include a 18,000 SF carrier manual sort area, including but not limited to, a ramp for direct street access to 30th Street, 3 new loading docks on 29th Street, and reconfiguration of street level access from the first floor workroom. First floor main Conference Room fit-out to accommodate full audio-visual capabilities, and restrooms. Sixth floor fit-out to accommodate the Stamp Distribution Office including a 7,000 sf vault and some administrative offices/ cubicles. A new Health Unit and EAP Unit s to be constructed at the south west corner of the sixth floor.
Other projects that will be done under separate contracts but with the same General Contractor are:
Energy Related Upgrades to the South Building: Closure of direct draft louvers at the four corners of the South Building on the second and third floors with pressure relief fans and associated controls. Renovation/ replacement of non-functional exhaust fans serving the first floor and basement docks. Exhaust fans are located on the roof of the south building. Replacement of the electrical heat at the South Building platform areas with low pressure steam heat. Repair/ Replacement of the loose ceiling insulation at the first floor parking/loading area to provide better temperature control at the second floor.
Fenestration Upgrade: The windows of the entire North Building, floors 1 through 6 are to be replaced. It is USPS?s intention to replace the unused excess louvers on the fa?ade with a system replicating the window patterns to increase interior daylighting. All courtyard windows on floors 7-10 are to be replaced. More details are provided within the drawing package.
