Synopsis:

DESCRIPTION: Department of Veterans Affairs, R. L. Roudebush VA Medical Center, 1481 W. 10th Street, Indianapolis, IN 46202 intends to negotiate a Sole Source procurement with Siemens Building Technologies Inc., 6200 Technology Drive, Indianapolis, IN 46278. This procurement is being conducted in accordance with FAR 6.302-1-only one responsible source and no other supplies or services will satisfy agency requirements, incorporates provisions and clauses as those in effect through Federal Acquisition Circular (FAC) 2005-25. A justification for other than full and open competition has been prepared in support of this acquisition. This BOS announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued on FedBizOpps. Request for Proposal is RFP VA-251-08-RP-0200. The North American Industry Classification System (NAICS) Code is 238210 and the small business size standard is 13.5 Mil. This procurement is to provide and install sixty four (64) new high resolution cameras where indicated on provided drawings. The cameras must be compatible with and of the same or better quality as the existing cameras, and be compatible with the security alarm system. Twenty-nine (29) doors shall have transition readers installed which can read HID proximity access control cards and smart cards. The readers shall connect to the already installed remote reader electronics. A new door Delayed Egress System installed on Forty-seven (47) doors as shown on drawings. Six (6) additional security LCD monitors and new software shall be added to the existing monitor/console-computer in A-1127. Existing computer/console shall be upgraded to allow proper monitoring of additional cameras, card readers, and the new total facility lock down system. Contractor shall provide Fire Stop in accordance with facility LSC Drawings. All work shall be accomplished in accordance with drawings, specifications and the Statement of Work. Prior security equipment installations were provided by Siemens, and any equipment installed by other vendors will void the warranty and may not interface with current system.This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government shall consider all proposals and information received by 3:00 PM Eastern Standard Time June 11, 2008.
