DESCRIPTIONThe National Park Service, Department of Interior, is soliciting proposals from construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) website, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe PDF format and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. Title of Project: Develop Georgetown Waterfront Park - Phase 2
Description: This is Phase 2 of a three-part project which focuses on creating a public park with passive recreation and limited active recreation. The key goals of the park plan include providing access to water and visually responding to the site's historic waterfront; creation of a major public plaza at the terminus of Wisconsin Avenue and construction of a shoreline promenade and stepped bulkhead viewing stand.
Phase 2 of the project includes the major public plaza at the terminus of Wisconsin Avenue, the stepped bulkhead viewing stand at finish line of the historic shell regatta; a soil bio-engineered slope edge adjacent to the stepped bulkhead, an interactive fountain feature, bike and pedestrian pathways; three structural pergolas with climbing greenery; benches; shade trees; grass; and planting areas.
Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price, with technical capability and price being approximately equal. The Government will then select the contractor whose proposal represents the best value to the government.
Time for Completion: 540 days
Estimated price range: $7,000,000.00 - $8,000,000.00
