This is not a solicitation announcement and this notice does not constitute any commitment by the Government. The purpose of this Market Research and Source Sought Notice is to gain knowledge of potential qualified 8(a), Hub-Zone and Service Disabled Veteran Owned Small Business firms. Only these types of small business firms as currently established within the Central Contractor Registration www.ccr.gov/ data-base shall respond to this notice. Responses to this Source Sought Synopsis will be usedby the government to make appropriate acquisition decisions. The U. S. Army Corps of Engineers, Mobile District, anticipates future procurements to provide electrical system upgrades and other facility related construction activities in support of the Veterans Administration Medical Center (VAMC) located in Atlanta, GA, as well as other VA facilities and clinics throughout the Southeastern United States. The work at the VAMC in Atlanta will be performed in an open and operating medical facility and therefore the contractor will be required to operate under very limited access conditions to include requirements to minimize and control vibration and dust. The work will also be phased into 5 parts, to include after-hour construction activities which will require coordination with authorized government personnel. The work will involve the upgrading of the existing normal and essential electrical infrastructure in the Main Hospital, Ambulatory Care, Nursing Home, Clinical Addition and parking lots. Specific elements of the project include, but are not limited to, construction of new electrical penthouse on the Main Hospital roof, new normal power main distribution switchboards, 2 new 1750 kW standby generators equipped with weatherproof enclosures and 12,000 gallon concrete-encased aboveground fuel storage tanks and associated equipment, replace existing outdated/overdutied electrical equipment located throughout the facility. Contractor must be able to obtain access to the facility. The contractor is required to manage labor and material access to the facility with security access considerations. The cost of construction will not exceed $17 million. Construction duration is projected at 24 months. Sources are being sought for firms with a North American Industry Classification System (NAICS) code of 236220. Documentation should be submitted with the following considerations: Required experience in hospital construction, administrative facilities, medical facilities, managing numerous subcontracts. Experience on projects of similar scope and magnitude. Bonding capacity for project of similar scope and magnitude. Preparing, and compliance with, various environmental and construction permits. Capacity to execute this project with other ongoing construction contracts. Responses should be submitted via email to CESAM-MRCCPlansRoom@usace.army.mil. You may also mail submittals or send overnight courier to U.S. Army Corps of Engineers, Mobile District, 109 St. Joseph Street, Mobile, AL 36602-3620. Submittals are due no later than 23 April 2008. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought.
