3 Project Information:
The project site is located at Erbil, an Iraqi City located in Erbil Providence, at Grid Coordinates 38SMF 07221 02347. The Contractor shall provide all supervision, labor, equipment, and materials needed to design and construct the Emergency Hospital. Provide engineering and design efforts for new facility construction that will meet operational needs at the hospital while accounting for the existing topography, structures, and underground utilities. The Contractor shall have the responsibility of developing, obtaining, and incorporating any specific criteria required for accomplishment of their design. The design shall take into consideration future expansion allowing for horizontal growth of the building.
Critical aspects of this contract work includes all planning, design, construction, and equipment requirements for the following: Main Hospital Building, Power Plant Building (including the equipment, generators, and transformers), Main Entrance, Guard (Police) Room, Fence, Utilities, Roads, and all site support to include interior roads, landscaping, pavement, sidewalks, security walls (including required retaining walls), and water/wastewater utilities. The Main Building includes basement, ground, first, second and third floors. Project also includes a deep-water well with pumps and pump house. Provide a water tower connected to a pressure pump system. The system must still accommodate water flow by gravity should power not be available. The Contractor shall connect the buildings to commercial power and emergency generators and construct incinerator building complete with equipment. Any appurtenances such as manhole and sewer covers, window, and door locks, electrical control boxes, and a myriad of other possible required work items not specified herein are to be considered implied work requirements and will not be considered for additional payment over the contract amount.
The estimated price range for this design/build construction project is between $5,000,000.00 to $10,000,000.00. Contract duration for this requirement is 450 days. The North American Industry Classification Code is 236220.
4. Evaluation Criteria: The proposed solicitation will be a FAR Part 15 Best Value, Trade-Off solicitation. The Contracting Officer will award a firm fixed-price contract to that responsible Offeror whose proposal the Source Selection Authority has determined conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering all non-price factors described herein, and price. All evaluation factors, other than price, when combined, are considered significantly more important than the price. As part of the evaluation, the Government will evaluate betterments in proposals relative to the minimum standards in the RFP to determine if they offer additional value to the Government. In addition, innovations in proposals will be evaluated to determine if creative ideas of the Offeror are a better value to the Government compared to the minimum criteria.
The following technical evaluation factors are equally weighted, and are more important than price.

5. Submittal Requirements: To be considered for this project a company must provide the following documentation :
a. FACTOR 1: MANAGEMENT PLAN
SUBFACTOR 1a: SUBCONTRACTING PLAN. Offerors should provide proof of their existing relationships by submitting lists of companies with which they have performed together on recent (within the past three years) projects, and the nature of the work performed by the subcontractors. Subcontracting plans using first-tier subcontractors in an integrator role, and subcontracting more than two levels down from the prime contractor, are unacceptable.
Where no contractual relationships with subcontractors have been made, offerors should provide a list of qualified companies, by name and specialty, and document the intended portion of the construction intended to be subcontracted on this project. Preference will be given to contractors within the locality and to those with existing relationships with local contractors and subcontractors.
Offerors shall submit a subcontracting plan for the entire scope of the project. The subcontracting plan shall include a by-name list of subcontractors by specialty, and the approximate percent of the work to be completed by each of the subcontractors, PAST PERFORMANCE FOR EACH SUBCONTRACTOR RELATIVE TO THE WORK TO BE ACCOMPLISHED UNDER THIS CONTRACT, AND THIS MUST INCLUDE FOR THE DESIGN PORTION OF THE CONTRACT. If existing subcontractor relationships are not already in place, offerors should submit lists of qualified contractors, by specialty, which will be offered tenders for the subcontractor portion of the work. Contractor will provide a letter of intent from the subcontractor. This letter of intent will state that the subcontractor has agreed to work with the prime contractor within their specialty.
SUBFACTOR 1b: SCHEDULE.
Offerors should submit a planned project schedule that includes the entire scope of the project within the limits of the 425 calendar day period of performance. Offerors should provide the schedule as a Gantt chart or similar. Offerors schedules should provide ample information for the evaluators to be able to assess schedule realism and risk.
SUBFACTOR 1c: SECURITY
As a minimum, offerors should submit details on their security manning procedures for material staging and safeguarding, and security command and control mechanisms. Offerors should also discuss any established relationship with local inhabitants in the work area that could prove beneficial to the project
SUBFACTOR 1d: SOCIOECONOMIC
In keeping with the Multi-National Force Iraq HQ policy of growing the economic capacity of Iraq through developing host nation businesses, it is incumbent upon offerors to make every effort to seek out an Iraqi workforce, seek out capable Iraqi businesses, and to develop education programs and business solutions that foster economic growth.
" Offerors shall submit a plan for how they will utilize, train, and transfer knowledge, skills and abilities to an Iraqi workforce.
" This plan shall address Iraqi business utilization by presenting: materials, equipment, and supplies from Iraqi businesses.
o Identify a target value for subcontracts and purchases from Iraqi businesses.
o Identify the method for selecting and vetting Iraqi business (services and trading companies) that will be utilized in the performance of the contract.
o Identify plans for supporting development of Iraqi businesses during the performance of the contract.
" The contractor shall address employment of Iraq Citizens by presenting: a plan for identifying occupations that may be filled by Iraqi employees.
o Describe the plan for identifying, selecting and vetting Iraqi citizens for employment. Identify the numbers of Iraqi potential employees by locations (Iraqi Governate and District).
o Describe the methods used to develop the skills and abilities of Iraqi employees to make them ready for additional responsibilities.
FACTOR 2: CONSTRUCTION PAST PERFORMANCE
SUBFACTOR 2a: PAST PERFORMANCE. Offerors should complete and provide Past Performance Information on at least two (2) and no more than five (5) completed (or substantially complete) projects that reflect prior past performance in the construction elements referenced in Scope of Work (SOW). The past performance should be similar to this solicitation in project type and scope. For each project submitted, offerors are encouraged to attach:
" If Corps of Engineer contracts, and available, provide a copy of the signed CCASS (Construction Contract Administration Support System) evaluation issued at the completion of the project.
" If non-Corps of Engineer contracts, provide a copy of the performance rating issued by the contracting agent.
" Awards, letters or other forms of recognition relevant to the submitted project that demonstrate the offerors performance capabilities and customer satisfaction.
Other Sources. The Government may contact other government sources other than those provided by the Offeror for information with respect to past performance. These other sources may include, but are not limited to, CCASS, telephone interviews with government organizations familiar with the Offerors performance, and Government personnel with personal knowledge of the Offerors performance capability. Contractor should include point of contact and phone number.
SUBFACTOR 2b: LOCAL AREA CONSTRUCTION PROJECT COMPLETION. Offerors should provide at least two (2) to (5) projects, offeror has completed in the Kurdish Region that valued over $2,000,000.00.
(c) FACTOR 3: CAPACITY TO PERFORM
Offerors shall furnish a list of all projects that are currently performing, or have made a commitment to perform. For each project, indicate: 1) the name and location of the project, 2) the date the project was started and the estimated completion date, and 3) the dollar value.
Explain in narrative fashion how your firm will be able to complete this project in light of the commitment of resources described above.
SUBFACTOR 3a: KEY PERSONNEL
The offeror must provide a staffing plan indicating the number and composition of the Contractors key personnel staff, including proposed subcontractors, (especially engineers and other technical staff). The Contractor will identify those key personnel that are from within 50 km of the construction site. The Contractor shall designate which key person(s) will be the primary point of contact and will be working out of the Office. Personnel in the following disciplines are considered key:
" Project Management Engineers
" Civil Engineers
" Survey Engineers
" Contractor Quality Control Engineers
" Safety Engineers
" Scheduler
" Designer of Record
" Site Superintendent
Civil Engineers, Designer of Record, Structural, Electrical, Mechanical and Sanitary; and Surveyor personnel should possess 4 year degrees from accredited universities in their field of expertise and have a minimum of five years of professional experience in that expertise. Curriculum Vitae for all key personnel shall be included in the proposals. They shall list education and professional experience. The experience shall detail projects successfully completed by the candidate, to include name of project, location, monetary values and in what capacity the candidate, served on the project. The Contractor shall list all personnel who will be utilized as subcontractors. The name of the company, a letter of intent from the company, and the role of each person from the subcontractor shall be listed. All personnel from the subcontractor shall have listed their experience and education.
IMPORTANT NOTE: All individuals identified as key personnel in an offerors proposal must be actually used in performance of any resulting contract. Substitution of key personnel may occur only with the advanced permission of the Contracting Officer.
SUBFACTOR 3b: RELEVANT CONSTRUCTION EQUIPMENT
Identify the relevant construction equipment that the Offeror can own or readily acquire for use on this project (either owned by the Offeror or readily available to rent), to include the following information:
(1) Size/capacity of equipment
(2) Date/Year manufactured
(3) General condition of equipment
(4) Indicate whether equipment is owned or rented
SUBFACTOR 3c: ACCESS TO CONSTRUCTION MATERIALS.
Identify potential sources for construction materials that the contractor has used in the past or anticipates using for this project.
